· 200 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Tuesday, <br />September 8, 1992 AT 7:10 p.m. IN THE City Manager's Office. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session to discuss personnel matters <br />(appointments to boards and commissions) as exempted <br />by Section 2.1-344(a)(1) of the Virginia Freedom of <br />Information Act. <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />CITY MANAGER'S OFFICE - September 8, 1992 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />Council voted to meet in executive session to discuss <br />personnel matters (appointments to boards and commissions) as <br />exempted by Section 2.1-344(a)(1) of the Virginia Freedom of <br />Information Act, with Mr. Vandever absent for the vote. <br /> <br />COUNCIL CHAMBER - September 8, 1992 <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Daugherty, seconded by Rev. Edwards, unanimously certified <br />that, to the best of each member's knowledge (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />PUBLIC <br /> <br /> Mr. John Gaines, 214 9th Street, N.W., requested that <br /> Council take steps to erase fears of adjacent neighborhood <br /> residents about future development along West Main Street, <br /> assure that existing businesses will not be displaced, and <br /> study the impact of development on tax assessments of <br /> property in the adjacent neighborhood. Mr. Gaines <br /> recommended that Council establish a police precinct at 10th <br /> and Page and not put off enforcing the housing code until the <br /> West Main Street Task Force makes its recommendations. <br /> <br /> Mr. Vandever pointed out that the City has been <br />vigorously enforcing the housing code and the City, through <br />the West Main Street Task Force, is .attempting to control the <br />development of West Main Street in a manner which will have <br />the least impact on adjacent neighborhoods. <br /> <br /> Ms. Joanne Kitridge, representing the Spiritual Assembly <br />of the Baha'is of Charlottesville, presented the Council <br />information on the Baha'is's goal to eliminate racial <br />prejudice and encourage racial unity. <br /> <br /> Mr. Marshall Pryor requested that the City, in <br />conjunction with the Albemarle County Board of Supervisors, <br />establish a committee to make recommendations about an <br />appropriate memorial to the late Darden Towe. <br /> <br /> Mr. Vandever stated that he has spoken ~with the <br />Chairman of the Board of Supervisors who indicated the <br />County's interest in establishing such a committee. <br /> <br />It was agreed that a committee would be established. <br /> <br />RESOLUTION: CONSENT AGENDA PROCESS <br /> <br /> <br />
