220 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Friday, <br />October 9, 1992 AT 12:00 noon IN THE County Office Building, <br />Room 5/6. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with Albemarle County BOard of <br />Supervisors <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne, Cox (signed) <br /> <br /> COUNTY OFFICE BUILDING - October 9, 1992 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever. Absent: Ms. Daugherty and Rev. Edwards. <br /> <br /> Mr. Leonard Joyce of Joyce Engineering, gave an overview <br />of activities at the Ivy Landfill and new regulations for <br />disposal of solid waste. The cell currently in use at the <br />Landfill is projected to last three and one half years, with <br />the final cell projected to last an additional ten to twelve <br />years. The new Environmental Protection Agency regulations <br />for a composite liner system will go into effect October 9, <br />1993 and as of January 1, 1994 the Virginia Department of <br />Waste Management will require all waste disposal to be fully <br />in compliance with regulations. Mr. Joyce stated that the <br />total capital cost, in 1992 dollars, to develop the <br />facilities under the new regulations at the Ivy Landfill is <br />estimated to be $18.3 million. <br /> <br /> The possibility of involving other jurisdictions in the <br />Landfill was discussed. <br /> <br /> Ms. Slaughter congratulated the Board of Supervisors for <br />receiving the Governor's award for their water resources <br />ordinance. <br /> <br /> The Council and Board briefly discussed the potential <br />for sharing resources and/or consolidating the following <br />departments: inspections, parks and recreation, purchasing, <br />and social services. <br /> <br /> Mr. Bob Tucker, County Executive, stated that there are <br />some philosophical differences between City and County <br />services as well as different pay scales and the issue of <br />accountability which would need to be resolved and suggested <br />that an outside entity such as the Center for Public Services <br />be asked to assist should the Council and Board be interested <br />in pursuing the matter. <br /> <br /> It was agreed that City and Council staffs would provide <br />further information within 90 days on purchasing, parks and <br />inspections, after which the Council and Board would meet <br />separately to discuss the possibility of future cooperation <br />and/or consolidation of these services. <br /> <br /> It was agreed that City and Council staffs would provide <br />further information within 90 days on purchasing, parks and <br />inspections, after which the Council and Board would meet <br />separately to discuss the possibility of future cooperation <br />and/or consolidation of these services. <br /> <br /> It was agreed that the Council and Board of Supervisors <br />would meet on November 13th to discuss legislative issues. <br /> <br /> The meeting was adjourned. <br />presidentl - _ . <br /> <br /> <br />
