240 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Friday, <br />December 11~ 1992 AT 12:00 noon IN THE McIntire Room, <br />Jefferson-Madison Regional Library. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with Albemarle County Board of <br />Supervisors <br /> <br />PRESENTATION: Teen Center Report - Charlottesville/ <br />Albemarle Children and Youth Commission <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (sigDed) <br /> <br />JEFFERSON-MADISON REGIONAL LIBRARY - December 11, 1992 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. John Dawson, Chairman of the Charlottesville- <br />Albemarle Children and Youth (CACY) Commission, requested <br />that the Council and Board of Supervisors approve funding for <br />a director for the proposed Teen Center Program to be <br />employed by February so that the program can be up and <br />running by the beginning of the next school year. <br /> <br /> Students from Charlottesville and Albemarle High Schools <br />stated that a Teen Center was needed to provide field trips <br />and cultural activities, to discourage gangs, violence and <br />drug abuse, and to provide a safe.place for students~to meet <br />on weekdays as well as weekends. <br /> <br /> Ms. Mary Newton, Chair of the Site Selection Committee, <br />explained that the YMCA site was identified as the preferred <br />site for a Teen Center because of the parking available and <br />its convenience to both City and County students. <br /> <br /> Ms. Downy Miller, Chair of the Program Committee, <br />explained that the Program Comm_ittee proposed requiring <br />memberships for the Teen Center and that membership be <br />restricted to teenagers who are residents of either <br />Charlottesville or Albemarle County in order to ensure a safe <br />environment. Ms. Miller noted that the neighborhood <br />surrounding the YMCA site had been surveyed and initial <br />resistance to the location was found, especially with regard <br />to the safety of the entrance to the site. <br /> <br /> Ms. Wendy Comb, a member of the Program COmmittee, <br />stated that a survey had been conducted to determine what <br />students most wanted in a Teen Center and those activities <br />most mentioned were a game room, dances, field trips and a <br />snack bar. <br /> Ms. Susan Grossman, Chair of the Finance Committee, <br />stated that as a substance abuse counselor professional, she <br />felt the Teen Center proposal was proactive and prevention <br />oriented. <br /> <br /> Ms~ Pat Mul!aney, Director of Parks for Albemarle <br />County, presented the budget and noted that while the budget <br />included renovations which would be needed for the YMCA site, <br />the remainder of the budget was not site specific. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Newton <br />stated that two alternate sites had been identified but she <br />was not able to reveal their locations at this time. <br /> <br /> Ms. Slaughter asked if the option of using underutilized <br />space on a temporary basis had been explored but Ms. Newton <br />stated that this was seen as an option but not as a good <br />solution. <br /> <br /> <br />
