245 <br /> <br />moving the location for the group h6me driveway to the right <br />and this option would also preserve more trees. <br /> <br /> Responding to a question from Mr. Toscano about where <br />water runoff would go, Ms. Long stated that water is <br />collected and piped into a storm sewer and any increased <br />amount of water would need to be retained on site. <br /> <br /> As there were no further speakers, the public hearing <br />was closed. -- <br /> <br />ORDINANCE: AMENDING OPTION AGREEMENT FOR SALE OF PROPERTY ON <br />SHAMROCK ROAD FOR AIDS SUPPORT GROUP HOME <br /> <br /> Mr. Gouldman explained that the issues which needed to <br />be resolved included: identifying the parcels of land; <br />setting the purchase price~ and extension of the option <br />agreement. <br /> <br /> Mr. Toscano stated that he felt it was better to develop <br />the project on a larger piece of property which would provide <br />better buffers and would address some of the traffic issues. <br />Mr. Toscano stated that he did not think the project would <br />exacerbate~the traffic, drainage, or density concerns <br />expressed. Mr. Toscano noted that the larger site would <br />provide better street access; would allow the Spicers to <br />purchase the vacant lot and preserve it as greenspace; would <br />reduce the grading cost~ and would eliminate the problem with <br />the driveway easement. Mr. Toscano made a motion to approve <br />the ordinance amending the option agreement, to include lots <br />19, 20, 21 and 22 and with a purchase price of $37,450. <br /> <br /> Ms. Slaughter seconded the motion. Ms. Slaughter noted <br />that the City has done a traffic study which revealed that <br />any widening of the street would require taking land from <br />existing yards, though there may be other things which could <br />be done to address traffic concerns, and stated that the City <br />may want to consider leaving the remaining parcels as <br />greenspace. Ms. Slaughter pointed out that the issue before <br />Council was to decide about selling the property and the site <br />issues would be considered by the Planning Commission. Ms. <br />Slaughter stated that she felt the project was appropriate <br />for the neighborhood. <br /> <br /> The second reading of the ordinance was carried over to <br />a special meeting on December 28th. <br /> <br />RESOLUTION: SUPPORTING EXEMPTION OF REAL AND PERSONAL PROPERTY <br />TAXES FOR AIDS SUPPORT GROUP, INC. <br /> <br /> Ms. Slaughter made a motion to approve the resolution <br />declining to endorse legislation supporting a tax exemption <br />for the AIDS Support Group, noting that she felt that the <br />resolution Council previously adopted which set a policy to <br />decline tax exempt requests was generally good. <br /> <br /> Ms. Daugherty seconded the motion but added that such <br />action did not indicate that she did not support the project. <br />Ms. Daugherty stated that she felt as leaders the Council <br />needed to respond to the need for housing in a compassionate <br />and reasonable way. <br /> <br /> The resolution declining to support an exemption of real <br />and personal property taxes for the AIDS Support Group was <br />unanimously approved. - <br /> <br /> WHEREAS~ the AIDS Support Group, Inc. has asked this <br />Council to endorse an amendment to Title 58.1 of the Code of <br />Virginia granting an exemption from certain state and local <br />taxes on property owned by the AIDS Support Group; and <br /> <br /> WHEREAS, the AIDS Support Group is a nonprofit <br />corporation organized to provide support to AIDS victims and <br />HIV-positive persons; and <br /> <br /> <br />
