249 <br /> <br />the request of Ms. Slaughter and would allow a tax credit for <br />certified recycling equipment for at least five years. Mr. <br />Gouldman noted that state law required that the tax credit <br />be applied to the next year's real estate tax on the property <br />where the equipment is located. <br /> <br /> Ms. Slaughter stated that solid waste is the fastest <br />growing portion of the budget and the ordinance could offer <br />an incentive for recycling businesses to locate in the City <br />and to encourage existing business to offer recycling on <br />site. <br /> <br /> On motion by Ms, Daugherty, seconded by Mr. Toscano, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />CERTAIN SECTIONS OF ARTICLE V OF CHAPTER 30 OF THE CITY CODE <br />RELATED TO SOLAR ENERGY EQUIPMENT TAX EXEMPTIONS, AND ADDING <br />A NEW DIVISION TO ARTICLE V OF CHAPTER 30 OF THE CITY CODE, <br />1990, AS AMENDED, RELATED TO RECYCLING EQUIPMENT TAX <br />EXEMPTIONS" was offered and carried over to the next meeting <br />for consideration. <br /> <br /> At the request of Mr. Toscano, Mr. Gouldman stated that <br />he could add a sunset clause to the ordinance prior to the <br />second reading. <br /> <br />ORDINANCE: <br /> <br />VIOLATIONS <br /> <br />INCREASING FINES FOR MISDEMEANOR AND TRAFFIC <br /> <br /> Mr. Hendrix explained that the ordinance would bring the <br />City's misdemeanor and traffic fines in line with the state <br />law. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />the ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS 1-1! AND 15-2 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, TO INCREASE THE PENALTIES <br />FOR MISDEMEANOR VIOLATIONS AND THE FINE FOR TRAFFIC <br />VIOLATIONS, RESPECTIVELY" was offered and carried over to the <br />next meeting for consideration. <br /> <br />ORDINANCE: AMENDING TAX PRORATION ORDINANCE <br /> <br /> Mr. Gou!dman explained that the amendment would bring <br />the City's ordinance in line with the State Code and would <br />provide no refund on personal property taxes if a person <br />moves to a locality where there is no proration and would <br />entitle a person moving into the City from a non-prorating <br />locality a tax credit based on the amount paid. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 30-38 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1990, AS AMENDED, RELATED TO THE PRORATION OF THE TANGIBLE <br />PERSONAL PROPERTY TAX" was offered and carried over to the <br />next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter stated that the CDBG Task Force met to <br />consider designating a priority neighborhood and she made a <br />motion to formally endorse their recommendations as follows: <br />1) That 10th and Page be designated a priority neighborhood <br />and that every effort be made to match CDBG funds to those <br />from the City, University and other sources. They recommend <br />that 10th and Page be selected as a priority neighborhood for <br />one year and reconsider it the following year: 2) Every <br />effort should be made to use additional funds in the North <br />Belmont and Rose Hill Neighborhoods. <br /> <br />Mr. Hendrix expressed concern about the constraints on <br /> <br /> <br />
