266 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE COUNCIL WILL BE HELD AT 6:00 p.m. ON Monday, February 1, 1993 IN THE Council Chamber. THE PROPOSED AGENDA IS AS FOLLOWS: Council call-in BY ORDER OF THE MAYOR BY Jeanne Cox ~signed) COUNCIL CHAMBER - February 1, 1993 Council met in special session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Council participated in call-in to give citizens an opportunity to express their opinion and raise questions about budget priorities. Council adjourned at 7:00 p.m. COUNCIL CHAMBER - February 1, 1993 Council reconvened in open session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano~. Mr~Vandever. PUBLIC Mr. Jonathan Spivey, 714 Orangedale Avenue, representing the Orangedale Neighborhood Association, requested that a four-way stop sign be installed at the intersection of Bailey and Prospect Avenue. Ms. Danielle Gibson, 816 Belmont Avenue, announced the formation of the North Belmont Neighborhood Association and stated that the Association hoped to work closely with the City on development of the CSX property and other projects of interest to the neighborhood. Mr. Ed Travis, 724 Locust Avenue, representing the Grove Avenue Neighborhood Association, requested that Council reroute Route 20 so that traffic does not travel through the City. Ms. Sharleen Martenas and Mr. Rudy Beverly stated that they have been involved in the Forums for Hope and Healing which have occurred three times over the previous summer and again last week to discUss race relations and requested that Council endorse a statement opposing racially motivated behavior. Ms. Martenas and Mr. Beverly explained that the statement was written as a result of an apparent racially motivated assault on the Corner. Mr. Beverly also announced that a gathering would be held at the University across from the Corner on Friday, February 5th to discuss the issue. Ms. Slaughter amended the statement to remove reference to the assault on the Corner. and made a motion to endorse the amended statement. Rev~Edwards seconded the motion and the following statement was unanimously endorsed by Council: WHEREAS, it is necessary that each of us examines our own heart and behavior in an effort to eradicate the prejudices we find in ourselves and to undertake positive steps to address issues of racism in our community; NOW, THEREFORE, we, the City Council of the City of Charlottesville, want to make it clear to all citizens of the City of Charlottesville and Albemarle County, as well as to the communities of the entire nation, that we will not tolerate racially motivated behavior.
