272 <br /> <br />Comprehensive Plan in that the single family residence scale <br />and occupancy is within the two-family residential density <br />limits for uses in that area; and 2) The proposed use will <br />not have a significant adverse impact on the neighborhood as <br />proposed and if conditions are met. <br /> <br /> Responding to a question from Ms Slaughter, Mr. Huja <br />stated that the site plan will only be approved if drainage <br />concerns are addressed. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />the resolution approving a special permit for the AIDS <br />Support Group Home on Shamrock Road was approved by the <br />following vote. Ayes: Ms. Daugherty, Ms. Slaughter, Mr. <br />Toscano, Mr..Vandever, Noes: None. Abstaining: Rev. <br />Edwards. <br /> <br /> WHEREAS, the AIDS Support Group, contract purchaser of a <br />portion of the property known as 222 Shamrock Road, has <br />requested a special use permit to allow operation of a group <br />home for up to six low income individuals with HIV or AIDS, <br />plus one resident manager; this property being Lots 19, 20, <br />21 and 22 of the property identified on City Real Property <br />Tax Map #22 as parcel 64, said lots containing approximately <br />200 feet of frontage on Shamrock Road and comprising <br />the western two-thirds of Parcel 64; and <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Co~mission, duly advertised and held <br />on January 12, 1993,,ithis Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 34 of the City Code, and to the <br />specific criteria for group residential uses in Section <br />34-200 of said Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is hereby <br />granted to the AIDS Support Group to allow operation of a <br />group home for up to six low income individuals with HIV or <br />AIDS, and one resident~manager. <br /> <br /> The approval of this special use permit is conditioned <br />upon: <br /> <br /> 1. Administrative approval of a final site plan, which <br />shall include the following: <br /> <br />(a) Storm water runoff and detention calculations <br /> and methods/details for handling storm water; <br />(b) The addition of vegetative screening along the <br /> north property line as outlined in the site <br /> plan review; <br />(c) Details on the provisions for handling drainage <br /> from the rear of the building; and <br />(d) Details on types of hardwood trees proposed to <br /> replace those being removed. <br /> <br /> 2. Submission of a grading and soil erosion/sediment <br />control plan with an application, $50 fee, four copies of the <br />narrative and four plan copies prior to final site plan <br />approval. This plan shall include data on the linear feet of <br />silt fence, curbing and pipes as well as on the number of <br />sizes of drainage structures. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter stated that she felt it was important <br />for Council to reaffirm the previous resolution adopted <br />concerning the phasing of improvements to Route 29 North and <br /> <br /> <br />
