275 <br /> <br /> On motion by by Ms. Daugherty,.seconded by Rev. Edwards, <br />Council unanimously certified that, to the best of each <br />member's knowledge, (i) only public business matters lawfully <br />exempted from open meeting requirements by Virginia law were <br />discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening <br />the executive meeting were heard, discussed or considered by <br />the Council. <br /> <br />PUBLIC <br /> <br /> Mr. Tom Hill, 1204 Rugby Road, expressed concern about <br />the proposed changes to the structure of the pension plan and <br />the unfunded liability and asked Council to take a more <br />active role in the issue so that future taxpayers are not <br />burdened with the cost of funding the plan. <br /> <br /> Mr. Toscano pointed out that two Councilors serve on the <br />Retirement Commission and the changes to the plan will be <br />discussed later in the meeting. <br /> <br /> Mr. Carter Myers, Chairman of the North Charlottesville <br />Business Council, stated that the Business Council supported <br />building the Route 29 Bypass and North Grounds connector road <br />as soon as possible and expressed concern that-the <br />Metropolitan Planning Organization (MPO) Technical Committee <br />voted not to designate the Bypass route as part of the <br />National Highway System which would add federal funds to the <br />state funds already designated. Mr. Myers urged the MPO <br />Policy Committee to support the designation in the best <br />interest of the community. <br /> <br /> Mr. Vandever, a member of the MPO Policy Committee, <br />stated that the Policy Committee had requested more <br />information on the matter prior to making a decision. <br /> <br /> Ms. Slaughter, a member of the MPO Policy Committee, <br />stated that designating the Bypass route as part of the <br />National Highway System could speed up construction of the <br />Bypass and could take the matter out of local control. <br /> <br /> Mr. Rob Krupicka, a resident of the West Lawn at the <br />University of Virginia, presented Council with a report and <br />expressed concern about the proposal to add 800 more <br />students to the University of Virginia by 1994 without <br />additional funding and the long-term effects this could have <br />on both the University and community. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Slaughter stated that she was pleased to see the <br /> City apply for state historic preservation grant funds. <br /> <br /> Mr. Toscano stated that he felt it was very significant <br />that the City and County are receiving the Comprehensive <br />Services Act funds for at-risk children and it is an <br />excellent example of how the City and Albemarle County can <br />work together. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the following consent agenda items were unanimously approved, <br />with Rev. Edwards and Ms. Slaughter abstaining from approval <br />of the minutes of the February 3rd meeting: <br /> <br />a. Approving minutes of February 1 (2) and 3 <br /> <br />be <br /> <br />APPROPRIATION: <br />(2nd reading) <br /> <br />$61,803 - Drug Seizure Assets <br /> <br /> WHEREAS, the Police Department of the City of <br />Charlottesville has received $61,803.00, representing money <br />obtained from the sale of assets lawfully seized by the City <br /> <br /> <br />
