277 <br /> <br />compromises were agreed to: -removal and disposal of asbestos <br />tile and any demolition work will occur after 3:30 p.m. or on <br />Saturday; there will be no heavy hammering until after 12:00 <br />noon to decrease the noise .impact on the Chapter One reading <br />room; barriers will be erected, sealed and caulked at the <br />Carver Recreation office entrance and at the doors leading <br />into the Carver gym from the hallway; equipment and workers <br />will enter the work area from the rear gYm doors; mortar will <br />be mixed outside, in the northwest corner of Carver; if noise <br />becomes an issuer ways to address the problem will be <br />explored; all construction personnel will wear identification <br />badges; workers will be instructed not to interact with <br />teachers or children; should a worker not be identifiable, <br />the principal will notify the architect who will deal with <br />the contractor; Parks and Recreation staff will have a staff <br />person monitor the construction; any deliveries to the' front <br />would occur prior to 7:30 a.m. or after 3:30 p.m.; a dumpster <br />will utilize two parking spaces and will be locked between <br />7:30 a.m. and 3:30 p.m. and in the evenings; there will be no <br />flammable solvents as part of the project; the sidewalk and <br />ceramic room will be completed during spring break, or <br />delayed until the end of the project; and violation of the <br />contract provisions could result in the termination of the <br />contract if the violation is not corrected. Ms. Peacock <br />stated that noise tests were conducted which were <br />inconclusive, but it was felt that the noise would be minimal <br />with the doors closed and proposed barriers in place. Ms. <br />Peacock stated that a survey was sent home to Johnson parents <br />regarding'the compromises listed above, 57 of 300 sent had <br />been returned,~with 17 agreeing to the construction <br />proceeding and~40 feeling that the accommodations were not <br />reasonable. <br /> <br /> Mr. Vandever thanked-Rev. R. A. Johnson for taking the <br />initiative to get interested persons together to discuss the <br />issue and recognized the efforts of Ms~ Peacock in helping to <br />reach the compromise. <br /> <br /> Ms, Slaughter requested that staff continue to monitor <br />the noise and add additional barriers such as tumbling mats <br />around the top of the stairwell if necessary. <br /> <br /> Ms. Daugherty stated that she felt the compromises were <br />reasonablet but she would only~vote for proceeding with the <br />construction if a Parks and Recreation staff member is <br />assigned to the site full-time. <br /> <br /> Responding to questions from Mr. Toscano, Ms. Peacock <br />stated that construction could begin between March 1st and <br />15th and it might be possible to use some accessibility funds <br />for the ADA requirements associated with the renovation. <br /> <br /> Ms. Slaughter stated that she would also support <br />proceeding on the condition of having a full-time staff <br />person on the site. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Toscano, <br /> CounCil unanimously voted to proceed with the renovations, <br /> with the stipulations outlined by Ms. Peacock above, and with <br /> a Parks and Recreation staff member on site full-time. <br /> <br /> Mr. Toscano noted that there had been a lot of <br /> accommodations made in the entire process and he felt the <br /> compromises were in the best interest of the community. <br /> <br />REPORT: DARDEN TOWE MEMORIAL CO~I~TTEE <br /> <br /> Mr. Vandever stated that a committee made up of the <br />following persons had met to make a recommendation about a <br />memorial to the late Darden Towe: Marshall 'Pryor, Alvin <br />Edwards, Charlotte Humphris, Elizabeth Gleason, Jim <br />Carpenter~ and Col.
