281 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday, <br />February 18, 1993 AT 7:30 p.m. IN THE Community Development <br />Conference Room. <br /> <br />THE PROPOSED AGENDA: <br /> <br /> Work Session: Drug Initiatives <br /> <br />BY ORDER OF THE MAYOR BY ~ne Cox (si~ned) <br /> <br /> COMMUNITY.DEVELOPMENT CONFERENCE ROOM - February 18, 1993 <br /> <br /> Council met in special session on this date with the <br />following members present: Ms. Daugherty, Rev Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr~ Louie Chapman, Assistant City Manager, explained <br />that the meeting would begin with a review of the drug <br />initiatives funded in 1990. <br /> <br /> Mr. James R. Peterson, Executive Director of Region Ten <br />Community, stated that funding from the 1990 drug <br />initiative funded two positions through Region Ten and paid <br />rent on the 300 West Main Street facility. <br /> <br /> Downing Miller, Substance Abuse Specialist at Region <br />Ten, stated that drug treatment on demand is now available <br />through the 300 West Main Street facility and the City <br />funding has been used as a leverage for additional funding <br />for substance abuse treatment. Ms. Miller noted that state <br />funding may be available for two counselorS at the Joint <br />Security Complex. <br /> <br /> Responding to a question from Rev. Edwards about how <br />Region Ten's drug treatment efforts could be strengthened, <br />Ms. Miller stated that in addition to the two counselors <br />proposed for the Complex, an additional woman's counselor <br />would be beneficial and she requested Council's support for <br />legislation which would allow acupuncture to be performed by <br />a technician under the supervision of a physician which would <br />reduce the cost for this treatment. <br /> <br /> Ms. Miller stated that 80%~of persons receiving drug <br />treatment at 300 West Main are referred by the courts and the <br />funding for indigent in-patient drug treatment has been <br />depleted. <br /> <br /> Ms. Mary Newton, Drug Coordinator for the City and <br />Schools, reviewed anti-drug efforts in the schools including: <br />primary prevention, early intervention, referral to <br />treatment, a drug prevention specialist, and the DARE <br />program. Ms. Newton stated that her primary function with <br />the City has been to work with and form a partnership with <br />neighborhoods which are experiencing drug problems. Ms. <br />Newton stated that surveys have revealed that cocaine and <br />marijuana use among school children has decreased and alcohol <br />use has increased. Ms. Newton added that she is hopeful that <br />additional grants will be awarded to the schools for further <br />prevention programs. <br /> <br /> Mr. Chapman stated that six police officers and ~an <br />additional attorney in the Commonwealth'~s Attorney office had <br />been added in 1990. <br /> <br /> John deKoven Bowen, Chief of Police, explained that six <br />officers had been added to the force in 1990 and were <br />concentrated in the Fifeville and loth and Page Street <br />neighborhoods using a community policing approach. Chief <br />Bowen stated that there are now 97 police offic, ers and 10 <br />CommunitY Services OffiCers ~CSOs). Chief Bowen stated that <br />he did not think additional'police could remove the drug <br /> <br /> <br />
