288 <br /> <br />granting a tax exemption. <br /> <br /> Ms. Daugherty stated that she would support granting <br />MACAA $200,000 but would prefer to find an alternative to <br />granting a tax exemption. <br /> <br />APPROPRIATION: $200,000 - MACAA FOR PURCHASE OF YMCA PROPERTY <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, an <br />appropriation of $200,000 as a grant to MACAA for purchase of <br />the YMCA property, to betaken one-half from the FY 92/93 <br />capital improvement fund and one-half from the FY 93/94 <br />capital improvement fund, contingent upon the project moving <br />forward, was offered and carried over to the next meeting for <br />consideration~ <br /> <br />REPORT: RELOCATION OF CITY MARKET <br /> <br /> Mr. Bob Critzer, Supervisor of Special Activities in the <br />Department of Parks and Recreation, and Chairman of the City <br />Market Site Selection Committee, explained that a new site <br />for the City Market had been sought due to the tremendous <br />growth of the market and safety issues at the Carver site. <br />Mr. Critzer stated that the Committee recommended that the <br />city-owned parking lot on Water and 1st Street be used for <br />the City Market for a one-year trial basis on Saturdays only. <br />Mr. Critzer stated that both City Market vendors and <br />downtown businesses which were polled supported the <br />recommendation. Mr. Critzer stated that the eventual goal is <br />to have a first class market which operates four to five days <br />a week. Mr. Critzer stated that if Council is supportive of <br />the recommendations then the matter will be taken to the <br />Board of Architectural Review and site plan approval will be <br />sought. If successful, Mr. Critzer stated that the Committee <br />may ask that the Urban Design Plan be amended to designate <br />the block as an urban park with the potential for retail <br />shops in the future on the Water Street side of the lot. <br /> <br /> Mr. Hendrix explained that no formal action was required <br />by Council but it was the consensus of Council to support the <br />recommendation for a one-year trial basis. <br /> <br />RESOLUTION: APPROVING PERMIT PARKING ON ESTES STREET <br /> <br /> Mr. Hendrix stated that all requirements for permit <br />parking on Estes Street had been met. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />the resolution approving permit parking on Estes Street was <br />unanimously approved by Council. <br /> <br /> WHEREAS, residents of Estes Street have requested that <br />City Council designate that street as a restricted parking <br />block~ and <br /> <br /> WHEREAS, .in accordance with the permit parking <br />regulations, the City Traffic Engineer has conducted on <br />street parking surueys and mailed notice to all residents of <br />the affected area that Council will consider designating such <br />area as a restricted parking block~ and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the <br />total number of on street parking spaces in the proposed <br />restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaCes in that block <br />were occupied by commuter vehicles~ and <br /> <br />WHEREAS, Council has considered: <br /> <br /> (a) the purpose and intent of the permit parking <br />ordinance and regulations; <br /> (b) the alternate means of transportation, if any, to <br />and from the restricted parking blocks being established; <br /> <br /> <br />
