Edwards expressed concern with the classification <br />of the Director of the Regional Job Training program since <br />the person is an Afro-American. <br /> <br /> MS. Slaughter stated that she felt the pay plan was <br />creative and generally very good and felt it was more <br />important to focus on what people are doing rather than <br />their titles. <br /> <br /> Council discussed the criteria for moving employees into <br />the 15% at the top of the A plan which would include master <br />fire and police designations which was proposed to be <br />developed for implementation in FY 94/95. <br /> <br /> Mr. Vandever stated that he had a basic reservation <br />about instituting the pay for performance plan without other <br />components of the plan having been developed. <br /> <br /> Rev. Edwards stated that he felt it might be easier to <br />do an across the board increase for next year. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters and the acquisition or use of real <br />property for public purpose, or the disposition of publicly <br />held property, as authorized by Section 2.1-344(a)(1) and (3) <br />of the Virginia Freedom of Information Act, more specifically <br />described as appointments to boards and commissions and <br />property on Dice Street. <br /> <br /> Council reconvened in open session and, on motion by <br />Ms. Slaughter, seconded by Rev.
