228 <br /> <br /> Mr. Hendrix noted that the School Board has yet to discuss the staffs proposed budget, <br />but said that he thinks the Board's priorities will be increasing teacher salaries, increasing test <br />scores, and adding four-year old classrooms. <br /> <br /> Mr. Glenn Stratton, School Board member, noted that the number of new School <br />Board members on the School BOard and the lack of a permanent superintendent will likely <br />mean that next year's budget will likely better reflect the School Board's priorities. <br /> <br /> Ms. Slaughter recommended that a subcommittee made up of the City Manager, new <br />Superintendent, Mayor and School Board Chair meet to discuss money saving possibilities <br />within the school system. <br /> Ms. Dimberg described the reading initiatives currently underway in the school system. <br /> <br /> Ms. Slaughter challenged the SchooPBoard to look at non-classroom expenses for <br />savings. <br /> <br /> The meeting was adjourned. <br />Pre~side~nt~ <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday-, January 13, <br />1997 AT 7:30 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Discussion: <br /> <br />City Market <br />Water Street Development <br />Council Work Plan <br /> <br />Executive session as provided by Section 2.1-344(a) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (Signed) <br /> <br />BASEMENT CONFERENCE ROOM - January 13, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Council voted, with Mr. Cox <br />and Ms. Richards absent for the vote, to meet in executive session for the purpose of <br />discussing the acquisition, disposition, or use of publicly held property, more specifically <br />described as Property south of Water Street, north of South Street, east of 2nd Street, S.E. <br />and west of 2nd Street, S.W, as provided by Section 2.1-344(a)( ) of the Virginia Code, <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Mr. Cox, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />WATER STREET DEVELOPMENT/CITY MARKET <br /> <br /> Mr. Satyendra Huja, Director of Community Development, said that staff recommend <br />that Council authorize staff to explore possible development of the parking lot on 2nd and <br />Water Streets, to inclUde the City Market. <br /> <br /> <br />
