Cox asked about information on the teaCher salary gap with the County, value of <br />the school buildings, and whether they would be sold or leased to the County under <br />reversion. Mr. O'Connell explained that these are terms and conditions that would be looked <br />at during the reversion process. <br /> <br /> It was agreed that staffwould draft a memorandum to the School Board asking for <br />informatiOn on their priorities. <br /> <br /> Ms. Richards said she is particularly interested in instructional staffing needs of the <br />schools. <br /> <br />Council discussed conducting a stUdy of possible future voting districts under reversion. <br /> <br /> h/Ir. Toscano raised a cautionary note that because the County has rejected negotiating <br />on voting districts, any study wOUld be extremely speculative at this point, and that should be <br />considered in terms of spending money and stafftime on such a study. <br /> <br /> It was agreed t.hat staff would explore the cost and parameters of a voting district <br />study. ~ <br /> <br /> Council discussed the following ideas for educating the public on reversion: <br />videotaping reversion presentation, putting information on the City's Web page, holding a <br />forum or call-in, creating a speakers bureau; creating a voice mail box, holding one public <br />hearing a mOnth at a regular Council meeting on specific issues. <br /> <br /> It was agreed that staffwould develop educational options for Council to consider at <br />their next meeting. <br /> <br /> The possibility of establishing a Blue Ribbon Commission to study reversion was <br />discussed, and it was agreed that the draft charge would be resent to Council and the matter <br />would be discussed at the next meeting. <br /> <br /> Council asked that the listing of community organizations who were sent letters <br />offering Councilors for reversion presentations be sent to Council so that they could indicate <br />priorities for follow-up calls or letters. <br /> <br /> Staff presented Council with a checklist of reversion policy assumptions and they <br />agreed to the following: <br /> <br /> 1) Attorneys for the City will handle ongoing procedural litigation issues (those not <br />involving significant policy decisions). <br /> <br /> 2) A subcommittee of Kay Slaughter and David Toscano will deal with other fast <br />moving litigation issues which are a mix of procedural, substantive, tactical, and political <br />questions (with the understanding that other Councilors will be informed of these decisions <br />and the matter may be revisited in the future). <br /> <br /> 3) Additional information from the education consultant will be obtained, and the cost <br />and parameters of a study of voting districts will be explored. <br /> <br /> The meeting was adjourned. <br />President <br /> <br /> <br />
