Lewis - education) <br /> <br />APPROPRIATION: COMMUNITY DEVELOPMENT BLOCK GRANT <br />REPROGRAMMING <br /> <br /> Mr. Cox recommended that rehabilitation funds be reprogrammed to economic <br />development initiatives where they will be used, Mr, Cox said he would like to see African- <br />American contractors benefit from the rehabilitation funds appropriated to AHIP, and would <br />like to have some assurance that they are benefiting. <br /> <br /> Ms. Slaughter recommended that Mr. Cox speak with the AHIP director about this <br />issue. <br /> <br /> Mr. Cox said that he understands that scholarship allocations for the PVCC <br />Neighborhood Center have ch'opped and therefore their African-American enrollment has <br />declined. Mr. Cox asked if funds could be transferred to this program with,the request that <br />they be used for scholarships for residents of target neighborhoods, <br /> <br /> Mr~ Huja said that PVCC has not requested these funds, and added that using funds for <br />that purpose would exceed the 15% limit for social programs. <br /> <br /> On motion by Ms. Richards, seconded by Ms. Daugherty, the CDBG reprogramming <br />was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter listed the appointees to the Moore's Creek Trail Advisory Committee: <br />John Conover, Jack Wilson, Dede Smith, John Bunch, Rachel Evans, Gordon Larew, <br />Melissa Oliver, Howard Evergreen, and Joan Albiston, <br /> <br /> Mr. Gouldman said that Trigon has proposed a settlement of $452,000 plus interest <br />since July 1, 1996 and requested that Council take up the issue at its Februa~ 10th meeting. <br /> <br /> Ms. Slaughter remembered Mr. Joseph Bosserman, known informally as the "Mayor of <br />Downtown" who recently died in France. <br /> <br /> <br />
