G OF ~ COUNCIL WILL BE H~LD ON Friday~ Februa~ 143 <br />! 997 AT !_2:00 noon ~ T~H~ Basement Conference goom~ <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS; <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF T!~ MAYOR <br /> <br />BY Jea. m~_e Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - Febru_a_~ 14, 1997 <br /> <br /> Council met in special session on this date with the following members present: Ms, <br />Daugherty, Ms, R_ich~ds, Ms, Slaughter, Mr, Tosc~o, Absent: Mr, Cox~ <br /> <br />Ms, Slaughter welcome Dr~ William Symons, new Superintendent of CitY Schoo!s, <br /> <br /> Dn Symons reviewed the School's proposed budget~ noting that the School Board has <br />not yet take~ action on the budget, Dr~ Symons said that the proposed budget includes a <br />3~5% salaw increase~ and he would recommend that any addkiona! City funding outside the <br />proposed budget be used for addkiona! salary increases~ <br /> <br /> In response to Council's request about budget priorities, Dr~ Symons _recommended that <br />the schools determine: Axe resources being expended in the most effective way? Can <br />categories of money be identified in areas where the schools do not want to commit to spend <br />in that way at this time, though they m~ want to use elsewhere? Should funds be redkected <br />to pre-school initiatives or other new initiatives? Future staffing ratios? <br /> <br /> Mn O'Connell explained that City staff are recommending that Council fifl!y fund the <br />School Board's request for $63g~000 in new fu~ds~ Mr, O'Con~e!! proposed that the City and <br />Schools conduct a pay study~ with a separate initiative for teacher sa!aries~ Mr~ O'Conne!! <br />s~d ~at the proposed budget MI! include a pool of_funds for Council to meet program needs <br />and/or to be used as a hedge against future downtums in the eco~omy~ <br /> <br /> Dr, Symons presented st~ ~affs initial thoughts about priorities for ~e school system <br />should reversion occur: !) ensure that schools with high numb~s of chi!dr~ quailing for <br />flee/reduced lunch continue current teacher/student ratios and studem support_.; 2) maintain <br />current classroom student/teacher ratios; and 3) try to ensure that curren! employees ret~n <br />emp!oyment~ <br /> <br /> Mr, Steve C _ampbel_!, School Bo~d member, shd that he feels the City and County <br />school systems need to be able to study each others' systems~ something that is not occurring <br />in the reversion process, to determine what is best about both systems Mth or M~out <br />reversion. <br /> Mr~ G!e_n_~ Stratto~ School Board m .e~___ber~ s~d ~at regardless of what happe_ns wi~ <br />reversion~ the School Board needs to agree on priorities and to decide if wha is currently <br />being done is what needs doing~ <br /> <br /> Mr. Toscano read from th_e Halifax County/South Boston revision decision, wkich <br />stated tha one school system was not required to fu. nd a higher level of service in the other <br />system than it was curr~tly provi~ng in its <br /> <br /> Responding to Council's request about how the Schools would fund programs if <br />reversion did not occur, ~d given future fi~nancia! conStraints~ Dr~ S~vmons discussed ~ree <br />major categories tha! he feels deserve a~ention: !)
