260 <br /> <br /> Ms. Slaughter said that the reversion process has pushed Council to get information in <br />order to make good decisions about the reversion issue. <br /> <br /> Mr. Toscano said that although the Council is divided on the reversion issue, many <br />similarities continue to exist among Councilors, and while the City is in good condition, <br />future changes will need to be made on a regional basis. Mr. Toscano said that he is <br />disappointed that the County has closed off all discussion with the City regarding reversion, <br />and he hopes that at some point community members will demand that the Board of <br />Supervisors come to the table. <br /> <br /> Ms. Richards said she has problems with the appropriation and feels it commits the City <br />to more expenses than are needed to be made at this time, and implicitly commits the Council <br />to stay in the reversion box. Ms. Richards said she would rather see the difference of <br />$70,000, which could be realized if a minor level of involvement were pursued, be spent on <br />studies to help determine future options and strategies with the County. Ms. Richards said <br />she feels it is important to engage in a parallel discussion to explore the potential negatives of <br />reversion, including a loss of representation as part of an expanding County, possible <br />increased taxes, and concerns about the City's educational future. <br /> <br /> Ms. Daugherty said she supports the appropriation and thinks it is a major way to plan <br />for the future'. <br /> <br /> Mr. Cox said he feels the League of Women Voters' Forum on February 22nd will <br />provide an opportunity for the climate with Albemarle County to change, and to provide an <br />opportunity for an open discussion about what Charlottesville will have to do if it remains a <br />city. <br /> <br /> The $200,000 appropriation for reversion was approved by the following vote. Ayes: <br />Mr. Cox, Ms. Daugherty, Ms. Slaughter. Noes: Ms. Richards and Mr. Toscano. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $200,000.00 is hereby appropriated from the unappropriated balance of the General <br />Fund to expenditure account 05-030-031030 ("reversion account"). Such funds will be used <br />to fund the estimated costs of additional personnel, equipment, supplies, legal fees and <br />consultant fees necessary to submit responsive documentation to the Commission on Local <br />Government, as required by law, in connection with the petition for reversion filed in <br />November 1996. This appropriation of $200,000 shall also cover all reversion-related <br />expenses charged to expenditure account 05-030-031030 during fiscal year 1996-1997 <br />($35,272.78 as of December 31, 1996). <br /> <br />APPROPRIATION: $8,000 - CONSULTANT FOR WEST MAIN STREET <br />GUIDELINES <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the $8,000 appropriation for <br />a consultant for West Main Street design guidelines was offered and carried over to the next <br />meeting for consideration. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Claude Worrell, Assistant Commonwealth's Attorney, explained that the domestic <br />Violence grant funds would be used to hire a resource person for victims of domestic <br />violence. <br /> Mr. Cox said that AHIP has made a commitment to involve women and minority <br />owned businesses in work involving CDBG funds. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved: <br /> <br />a.
