27i Mr. Cox questioned whether the overall funding increases for agencies should be brought in line with the average increase for City programs. Mr. O'Connell noted that many of the larger agency increases are a result of contractual agreements. The capital budget was discussed. Responding to a question from Ms. Slaughter, Ms. Peacock said that 10% of the City's operating funds go to the capital budget, and no established guidelines for capital budget funding in other cities was found. Ms. Peacock highlighted changes to the capital budget, including reallocating $350,000 from the Washington park reconstruction to housing initiatives, and using the capital contingency funds for Washington Park once a specific design and costs fOr renovation are available. Mr. Cox. said he feels it makes sense to do the WashingtOn Park pool reconstruction and other renovation in conjunction with each other, and expressed concern about taking fUnds from this project. Mr. Cox said his impression is that everything has to grow and queStioned whether future budgets are being made more difficult with a 3% increase rather than an increase of only 1.5%. Mr. O'Connell said he feels that the 3% increase will not create a problem, noting that new programs have not been added as has been done in the past. The meeting was adjourned. Ms. Slaughter informed the School Board that City Council wants to see teachers receive salary increases, and hopes that the School Board will make that a priority in their budget and fred the necessary funding within their existing budget request. Ms. Marianne Kosiewicz, Director of Special Education for Charlottesville Schools, explained that 851 students receive special education services, varying from very mild to extensive intervention. Responding to questions from Mr. Cox, Ms. Kosiewicz said that students who are not achieving at their expected ability level may be identified as learning disabled, and schools are required to use the least restrictive environment when providing special education services.
