271 <br /> <br /> Mr. Cox questioned whether the overall funding increases for agencies should be <br />brought in line with the average increase for City programs. <br /> <br /> Mr. O'Connelt noted that many of the larger agency increases are a result of contraCtual <br />agreements. <br /> <br />The capital budget was discussed. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Peacock said that 10% of the City's <br />operating funds go to the capital budget, and no established guidelines for capital budget <br />funding in other cities was found. <br /> <br /> Ms. Peacock highlighted changes to the capital bUdget, including reallocating $350,000 <br />from the Washington park reconstruction to housing initiatives, and using the capital <br />contingency funds for Washington Park once a specific design and costs for renovation are <br />available. <br /> <br /> Mr. Cox said he feels it makes sense to do the Washington Park pool reconstruction <br />and other renovation in conjunction with each other, and expressed concern about taking <br />funds from this project. <br /> <br /> Mr. Cox said his impression is that everything has to grow and questioned whether <br />future budgets are being made more difficult with a 3% increase rather than an increase of <br />only 1.5%. <br /> <br /> Mr. O'Connell said he feels that the 3% increase will not create a problem, noting that <br />new programs have not been added as has been done in the past. <br /> <br /> The meeting was adjourned. <br />President [~ <br /> <br />NOTICE OF SPECiAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WiLL BE HELD ON Friday, March 14, 1997 <br />AT 12:00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed). <br /> <br />BASEMENT CONFERENCE ROOM - March 14, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Slaughter. Absent: Ms. Richards and Mr. Toscano. <br /> <br /> Ms. Slaughter informed the School Board that City Council wants to see teachers <br />receive salary increases, and hopes that the School Board will make that a priority in their <br />budget and find the necessary funding within their existing budget request. <br /> <br /> Ms. Marianne KosieWicz, Director of Special Education for Charlottesville Schools, <br />explained that 851 students receive special education services, varying from very mild to <br />extensive intervention. <br /> <br /> Responding to questions from Mr. Cox, Ms. Kosiewicz said that students who are not <br />achieving at their expected ability level may be identified as learning disabled, and schools are <br />required to use the least restrictive environment when providing special education services. <br /> <br /> <br />
