279 OTHER BUSINESS Ms. Slaughter said there will be a meeting on March 19th at Buford School to discuss community involvement in schools. Mr. Cox said he would attend the meeting with Ms. Slaughter. Ms. Slaughter said that the Metropolitan Planning Organization has sent a letter to the Virginia Transportation Board asking that they explore ways to ensure protection of the reservoir if the bypass is built. On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously voted to meet in executive session, with Ms. Richards absent for the vote, for the purpose of discussing appointments to boards and commission, as authorized by Section 2.1-344(A)(1) of the Virginia Code, and for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys, pertaining to actual or probable litigation, or other specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Toscano, seconded by Ms. Daugherty, certified, with Ms. Richards absent, that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Mr. Toscano, seconded by Ms. Daugherty, Mr. Thane Kerner was unanimously reappointed, with Ms. Richards absent for the vote, to a four-year term on the Charlottesville Industrial Development Authority. This term will expire on April 3,2001. On motion by Mr. Toscano, seconded by Ms. Daugherty, Ms. Caroline Wilson was unanimously reappointed, and Mr. Kierk Ashmore-Sorensen and Mr. Clarence McClymonds were appointed, with Ms. Richards absent for the vote, to two-year terms on the Rivanna Solid Waste Advisory Committee. These terms will expire on December 31, 1998. The meeting was adjourned.
