283 <br /> <br /> Ms. Richards said that the funds could be used to react on an emergency basis to <br />situations that meet the criteria. <br /> <br /> Mr. Cox said he would want to develop a strategy for use of the funds before reacting, <br />and his preference would be to develop a plan for which the money would be earmarked. <br /> <br /> Ms. Daugherty said she remains undecided about the use of the funds, and is not <br />prepared to approve another initiative without more research and discussion. <br /> <br /> Revenue/expenditure adjustments were reviewed, and Ms. Peacock said that funds for <br />the Health Department, to cover salary increases, may need to be increased as much as <br />$44,220, but staff will meet to determine the funding needed. <br /> <br /> Additional funding was tentatively approved for VIEW day care/Social Services, <br />subsidized day care/Social Services, Health Department (5%), PVCC Neighborhood College <br />Center, VML dues, and the Visitors' Bureau. <br /> <br /> The meeting was adjourned. <br />President 0 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL b/flEETING OF THE COLrNCIL WILL BE HELD ON Monday, March 31, <br />1997 AT 7:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - March 31, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, Council unanimously voted <br />to meet in executive session for the purpose of consultation with legal counsel and briefings <br />by staff members, consultants or attorneys, pertaining to probable litigation, or other specific <br />legal matters requiring the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can <br />reasonably be identified as follows: changes in the form of local government structure, and <br />related alternatives. An executive session on this subject is also authorized by Section <br />15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Mr. Cox, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br />President (~) <br /> <br /> <br />
