302 <br /> <br />Mr. Cox said that high density units could be kept small so as not to attract students. <br /> <br />Mr. Harris said he feels salaries rather than housing is the issue facing the City. <br /> <br /> Ms. Richards said that increased nUmbers of rental units suggests instability in a <br />community. <br /> <br /> Mr. Toscano said that the City's housing stock is old and small, and suggested that <br />incentives be provided that allow people to add on to their homes. <br /> <br /> Ms. Daugherty said she is interested in more homeownership for middle income families <br />with children, as she feels the City Schools do need additional students, and feels that a <br />serious look should be taken at available properties to rezone, or to purchase and develop by <br />the City. <br /> <br /> Ms. Cabell asked what Council's specific goals regarding housing are, noting that once <br />they are identified she feels the Planning Commission can begin to address them. <br /> <br />Mr. Cox recommended.that neighborhood scale plans be developed. <br /> <br /> Mr. Caravati asked what percentage of rental units in the City house University <br />students. Mr. Caravati added that rental units housed by students do offer some benefit to <br />the City. <br /> <br /> Mr. Cox suggested that housing efforts be concentrated downtown and on West Main <br />Street, with the boundaries for each of these areas expanded to include adjacent <br />neighborhoods. <br /> <br /> Mr. Harris said gentrification needs to be prevented in low income neighborhoods, and <br />that efforts need to be made to assure mixed income groups without hurting those of low <br />income. <br /> <br /> 5/Ir. Toscano agreed that it would be useful for the Council to develop a set of goals <br />before it decides how to accomplish them, and recommended that a working group of <br />Council or task force meet to discuss this. Mr. Toscano recommended that the Planning <br />Commission look at vacant land and analyze them for possible future use. <br /> <br /> Mr. Pete Anderson, representing the University of Virginia, recommended that <br />individual neighborhoods develop their own plans. <br /> <br /> Ms. Slaughter expressed concern that individual neighborhoods would not address <br />city-wide goals. <br /> <br /> Mr. Eldon Wood, Planning Commission member, said that inevitabilities will need to be <br />planned for, such as housing future University students. <br /> <br /> It was agreed that Council will refine its housing goals and then have the Planning <br />Commission further study the issue. <br /> <br /> Mr. Cox recommended that the real estate community, appraisers, and developers be <br />included in the Planning Commissioffs discussion. <br /> <br /> The meeting was adjourned. <br />President b <br /> <br /> <br />
