304 <br /> <br />land, but also some targeted redevelopment to increase/expand single family homes and <br />increase density in some areas. <br /> <br /> Mr. Toscano said he thinks Council needs to focus on a mission statement, establish <br />priorities/strategies, and then try to agree on a process (involving the Planning Commission, <br />development community, and neighborhood groups). Mr. Toscano agreed to draft a process. <br /> <br />Ms. Slaughter said she will draft a list of Council's housing goals. <br /> <br />Ms. Richards agreed to draft an outline of a neighborhood plan. <br /> <br /> On motion by Ms. Richards, seconded by Ms. Daugherty, Council unanimously voted <br />to meet in executive session for the purpose of consultation with legal counsel and briefings <br />by staff members, consultants or attorneys, pertaining to probable litigation, or other specific <br />legal matters requiting the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can <br />reasonably he identified as follows: changes in the form of local government structure, and <br />related alternatives. An executive session on this subject is also authorized by Section <br />15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Richards, seconded by Mr. <br />Cox, certified, with Ms. Daugherty absent for the vote, that, to the best of each member's <br />knowledge, (i) only public business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, discussed or considered by the <br />Council. <br /> <br /> The meeting was adjourned. <br />President /c) <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Friday, April 18, 1997 <br />AT 12:00 noon IN THE Charlottesville High School Small Gymnasium <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />CHARLOTTESVILLE HIGH SCHOOL - April 18, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Dr. Bill Symons, Superintendent of City Schools, explained that he had initially <br />identified student achievement, changing enrollment and efficient use of available resources as <br />the major issues facing the school system. Dr. Symons listed major areas he intends to <br />address: learning initiatives; preventative program for earlier stages of learning; loss of <br />unsuccessful students; addressing disciplinary problem students; need to rethink secondary <br />education (school to work initiatives); and changing the culture (bureaucracy) of the <br />organizatiOn, moving to more power in the schools to solve problems (beginning with Clark <br />Elementary School). <br /> <br /> Mr. Steve Campbell, School Board member, said he feels that a good environment <br />exists for more cooperative efforts between the school and City government.
