4 <br /> <br />REPORT...: TOU~HSM COUNCIL <br /> Ms. Am~ Taylor, Chair of the Tourism Council, a partnership with the Chamber of <br />Commerce, Albemarle County, City of Charlottesville, and University of Virginia, explained <br />that the Tourism Council reviewed the strengths and weaknesses of the local tourism effort, <br />and determined thata greater effort is needed in marketing to bring more people to the area. <br />Ms. Taylor said that it is felt that $550,000 is the minimum budget for such a tourism effort, <br />to be funded with revenue generated by tourists. <br /> Responding to a question from Mr. Cox, Ms. Taylor said that the marketing effort is <br /> recommended to be built on existing attractions and festivals in the area. <br /> Mr. O'Connell said that the marketing effort is proposed to be funded by increasing the <br /> transient lodging tax to 5% in both the City and County, which will provide an additional <br /> $300,000 total, with the City's share being $150,000. Mr. O'Connell recommended that <br /> Council hold a public hearing on the proposal to increase the lodging tax on May 5th. <br /> RESOLUTION: AMENDING SPECIAL PERMIT FOR 109-111 WATER STREET <br /> Mr. Satyendra Huja, Director of Community Development, explained that the amended <br /> special permit would allow for seven two-bedroom units instead of the four three-bedroom <br /> apartments originally approved. The Planning Commission recommended approval of the <br /> special permit for the following reasons: 1) It is in harmony wkh the Land Use Plan of the <br /> Comprehensive Plan; 2) The proposed use will not have a significant adverse impact on the <br /> surrounding areas if conditions are met. <br /> <br /> Mr. Cox said he would like to see mixed use development such as this become the <br /> norm downtown. <br /> Mr. Huja said that the City's zoning and land use encourage mixed use and high density <br /> developments downtown. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the resolution amending the <br /> special permit for 109-11 t E. Water Street was unanimously approved by Council. <br /> WHEREAS, Mall Properties, L.L.C., contract purchaser of the property at 109-111 <br /> Water Street and 112-116 2nd Street, S.W., has requested an amendment to the special use <br /> permit granted on January 6, 1997i to increase the number of dwelling units from four (4) to <br /> seven (7). This property is further identified on parcel 13 on City Real Property Tax Map 28, <br /> having approximately 76.65 feet of frontage on Water Street, 53.86 feet of frontage on 2nd <br /> Street, S.W., and containing approximately 4,063 square feet of land or .0933 acres; <br /> WHEREAS, following a joint public hearing before this Council and the Plamfing <br /> Commission, duly advertised and held on March 11, 1997, this Council finds that such use <br /> will conform to the criteria applicable to special permits generally under Chapter 34 of the <br /> City' Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that an <br /> amendment to the special use permit granted on January 6, 1997 is hereby approved and <br /> granted to Mall properties, L.L.C, contract purchaser of the property at 109-111 Water <br /> Street and 112-116 2nd Street, s.W., to increase the number of dwelling units from four (4) <br /> to seven (7) units. This amendment tot he special use permit is conditioned upon <br /> administrative approval of the revised site plan, which shall include waiver of the service <br /> space and handicapped space parking requirements. <br /> <br /> ORDINANCE: TAXICAB ORDINANCE REVISIONS <br /> Officer Ed Palmateer, Charlottesville Police Department, reviewed the major issues in <br /> the proposed changes to the taxicab ordinance: penalty for violation of the ordinance; <br /> definitions; fees for driver and vehicle registration; inspection of vehicles; and criteria for <br /> denial, revocation or suspension of a driver's registration.
