PUBLIC

Ms. Slaughter announced that two police officers have received service awards from
Mothers Against Drunk Driving: Paul Harris and Bill Duncan.

An additional question from the call-in was read and responded to by Mr. Cox. The
caller said that Mr. Cox had said that the City would have a large voice in the schools. The
caller asked how voting districts would be set and what would be the percentage of town
voters. Mr. Cox responded that the districts would be drawn by the County and town
residents would constitute 33% of the County voters. When speaking of increased influence,
Mr. Cox said that a portion of the County is quite progressive and may vote like City
residents. 5/[r~ Cox said one can only speculate about what influence the 33% would have.

Mr. Toscano noted that the decision on voting districts would be made only after a vote
on reversion, and the decision regarding voting districts would be made by the County Board
of Supervisors.

Mr. Cox said he hopes Council will look carefully at the skateboard proposal as he feels
the City has an obligation to find a creative solution.

Ms. Richards noted that Councilors and staff have made substantial efforts with private
investors to bring a skateboarding park to the area.

Ms. Daugherty agreed with Ms. Richards and said that there is more to the skateboard
park issue than just funding, as it needs to be a cooperative venture between the private
sector and the City and County.

Mr. Daniel Hine, 1708 Concord Drive, said he feels a successful funding raising effort
could be made for the skateboarding park. Mr. Hine invited Councilors to the Charlottesville
High School performance of HMS Pinefore.

OTHER BUSINESS

On motion by 5/Ir. Toscano, seconded by Ms. Daugherty, Council unanimously voted
to meet in executive session for the purpose of consultation with legal counsel and briefings
by staff members, consultants or attorneys, pertaining to actual or probable litigation, or
other specific legal matters requiting the provision of legal advice by counsel, as provided by
Section 2.1-344(A)(7) of the Virginia Code.

Council reconvened in open session and, on motion by Ms. Richards, seconded by Ms.
Daugherty, certified that, to the best of each member's knowledge, (i) only public business
matters lawfully exempted from open meeting requirements by Virginia law were discussed in
the executive meeting to which tlfis certification resolution applies, and (ii) only such public
business matters as were identified in the motion convening the executive meeting were
heard, discussed or considered by the Council.

The meeting was adjourned.
President
