10 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Friday, May 2, 1997 AT 8:00 a.m. 1N THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Executive session as provided by Section 2.1-344(A) of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOM - May 2, 1997 Council met in special session on this date with the following members present: Mr. Cox, Ms. Daugherty, Ms: Richards, Ms. Slaughter, Mr: Toscano. Ms. Slaughter presented Council with a draft proposal regarding Council's housing priorities and goals to be submitted to the Planning Commission, and asked Council for their feedback. On motion by Ms. Daugherty, seconded by Ms. Richards, Council unanimously voted to meet in executive session for the purpose of consultation with legal counsel and briefings by staff members, consukants or attorneys, pertaining to probable litigation, or other specific legal matters requiting the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can reasonably be identified as follows: changes in the form of local government structure, and related alternatives. An executive session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. Council reconvened in open session and, on motion by Ms. Richards, seconded by Ms. Daugherty, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. The meeting was adjourned. President COUNCIL CHAMBER - May 5, 1997 Council met in regular session on this date with the following members present: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. RECOGNITION: Charlottesville High School Track Teams Council recognized members of the Charlottesville High School Gifts and Boys Track Teams for their successful season. PUBLIC Mr. Albert Kohn, a taxidriver/owner, told Council that taxicab drivers have not had time to look at all the changes in the taxicab ordinance, and had been told that another meeting would be held with them before final action was taken on the ordinance. Mr. Kohn expressed concern about the requirement to display a phone number and the point system.
