10 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Friday, May 2, 1997 AT <br />8:00 a.m. 1N THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 2, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms: Richards, Ms. Slaughter, Mr: Toscano. <br /> <br /> Ms. Slaughter presented Council with a draft proposal regarding Council's housing <br />priorities and goals to be submitted to the Planning Commission, and asked Council for their <br />feedback. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, Council unanimously voted <br />to meet in executive session for the purpose of consultation with legal counsel and briefings <br />by staff members, consukants or attorneys, pertaining to probable litigation, or other specific <br />legal matters requiting the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can <br />reasonably be identified as follows: changes in the form of local government structure, and <br />related alternatives. An executive session on this subject is also authorized by Section <br />15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Richards, seconded by Ms. <br />Daugherty, unanimously certified that, to the best of each member's knowledge, (i) only <br />public business matters lawfully exempted from open meeting requirements by Virginia law <br />were discussed in the executive meeting to which this certification resolution applies, and (ii) <br />only such public business matters as were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br />President <br /> <br /> COUNCIL CHAMBER - May 5, 1997 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />RECOGNITION: Charlottesville High School Track Teams <br /> <br /> Council recognized members of the Charlottesville High School Gifts and Boys Track <br />Teams for their successful season. <br /> <br />PUBLIC <br /> <br /> Mr. Albert Kohn, a taxidriver/owner, told Council that taxicab drivers have not had <br />time to look at all the changes in the taxicab ordinance, and had been told that another <br />meeting would be held with them before final action was taken on the ordinance. Mr. Kohn <br />expressed concern about the requirement to display a phone number and the point system. <br /> <br /> <br />
