27 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, June 2, 1997 <br />AT 6:00 p.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - June 2, 1997 <br /> <br /> On motion by Ms~ Daugherty, seconded by Ms. Richards, Council voted to meet in <br />executive session for the pUrPose of discussing the evaluation of a specific public employee, <br />as authorized by Section 2.1~344(A)(I) of the Virginia Code, with Mr. CoX and Mr. Toscano <br />absent for the vote. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Ms. Richards~ unanimously certified that, to the best of each member, s knowledge, 0) only <br />public business matters lawfully exempted from open meeting requirements by Virginia 1aw <br />were discussed in the executive meeting to which this certifiCation resolution applies, and (ii) <br />only such public business matters as were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br />COUNCIL CHAMBER - June 2, 1997 <br /> <br /> Council reconvened in Council Chamber with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br />PUBLIC <br /> <br /> Ms. Mary MacNeal, 710 Ridge Street, said that she feels it is imPortant for City <br />officials to oppose the rezoning on 5th Street Extended in the County since the traffic <br />increase will undermine efforts to reattach the Ridge Street neighborhood to the rest of the <br />City. Ms. MacNeal also opposed the Meadowcreek Parkway and supported reversion to <br />town status. Ms. MacNeal said that if the City does not revert, she feels there should be joint <br />planning efforts with Albemarle County. <br /> <br /> Mr. Kenneth Jackson, 208 5th Street, S.W., said that he called the Police Department <br />to ask for an officer for drug problems in his neighborhood and was told that there was no <br />money available for the remainder of the fiscal year. Mr. Jackson said that the Neighborhood <br />Protection Task Force meetings had been at times that he could not attend and he will not <br />rubberstamp the Task Force's report. Mr. Jackson said that the report focused only on <br />University neighborhoods. <br /> <br /> Mr. Alexis Zeigler, 205-A Montebello Circle, representing the Charlottesville- <br />Albemarle Bicycle Association, presented a proposal for bike lanes on Jefferson Park Avenue <br />to West Main Street, and suggested that a more formal working group be formed to work on <br />bicycle lanes. <br /> <br /> Ms. Nancy Hurrelbrink, 113 E. Jefferson Street, asked the City to offer safety <br />education on bicycling through the Recreation Department, and to commit to providing a <br />network of bike lanes throughout the city. <br /> <br /> Mr. Brian Jablonski, E. Rio Road, expressed concern with sprawl and the financial and <br />environmental cost of the proposed Route 29 bypass. Mr. Jablonski said he feels the <br />community should stop and think about the proposals for future roads, including the <br />Meadowcreek Parkway, and take active steps, including bike lanes and public transit, to get <br />people into town. <br /> <br /> <br />
