32 <br /> <br /> WHEREAS, the Commonwealth of Virginia will provide technical and other forms of <br />startup assistance to any Virginia localities that officially partner with the state in competition <br />for the federal award, and the state proposes to distribute any federal award Virginia receives <br />directly to its Partners in Prevention; <br /> <br /> WBEREAS, a locality becomes a Partner in Prevention by adopting a formal <br />resolution of participation in the initiative and by submitting a plan, reflecting the whole <br />community input; <br /> <br /> WHEREAS, our locality proposes to address this initiative through participation in the <br />field of reducing teenage pregnancy; <br /> <br /> WHEREAS, the City of Charlottesville wishes to join other localities in the <br />Commonwealth in this important community objective; <br /> <br /> THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the City <br />of Charlottesville to become Partners in Prevention with the Commonwealth of Virginia. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the following consent agenda <br />items were unanimously approved: <br /> <br />a. Minutes of April 18(2), May 2, 5, 7, 9, 12 <br /> <br />b. APPROPRIATION: $52,704 - Victim Witness Program (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />$38,658.00, to be received as a grant from the Virginia Department of Criminal Justice <br />Services, $4,832.00 in General Funds, and $9,214.00 in local cash match funds is hereby <br />appropriated to expenditure account 11-230-032042 for thepurpose of funding the <br />Victim/Witness Assistance program. The program will provide information and assistance to <br />crime victims as required by Virginia's Crime Victim and Witness Rights Act for t he <br />1996-1997 fiscal year. <br /> <br />c. APPROPRIATION: $30,000 - AHIP Revolving Loan Account (2nd reading) <br /> <br /> WHEREAS, the City has a contractual agreement with the Albemarle Housing <br />Improvement Program (AHIP) for rehabilitation services of dilapidated houses in <br />Charlottesville; and <br /> <br /> WHEREAS, AHIP has asked the City to fund a revolving loan account in the amount <br />of $30,000 to reduce operating expenses and take advantage of vendor discounts for prompt <br />payment; and <br /> <br /> WHEREAS, a similar fund was created by Albemarle County for AHIP for the same <br />purpose; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $30,000,00 is hereby appropriated from account code 26-020-051528 (Housing <br />Initiatives Account) in the Capital Improvement Fund to the Albemarle Housing <br />Improvement Program (AHIP) to establish a revolving fund. Prior to disbursement of the <br />$30,000.00, an authorized official of AHIP shall sign an agreement with the City setting forth <br />the terms of the revolving fund, including payment of interest to the City on monies deposited <br />in the fund. <br /> <br />ORDINANCE: "AN ORDiNANCE AMENDiNG AND REORDAINING <br />SECTIONS 19-96, 19-101, 19-105, AND 19-I39 OF THE CHARLOTTESVILLE <br />CITY CODE, 1990, AS AMENDED, TO CHANGE THE PENSION PLAN <br /> <br /> <br />
