42 <br /> <br />RELATING TO COMMUNITY DEVELOPMENT BLOCK GRANT <br />PLANNING" (2nd reading) <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Daugherty congratulated Ms. Richards on her election as Second 'Vice President of <br />the Virginia Transit Association. <br /> <br /> Ms. Richards said she would like to see a more balanced transportation system, with <br />more money for public transportation rather than such a large percentage going toward new <br />road construction. <br /> <br /> Responding to a question from Mr. Cox, Mr. Leon Churchill, Assistant City Manager, <br />said that he anticipated receiving the voting representation under reversion report this week. <br /> <br /> Responding to comments made earlier about the reversion process, Ms. Richards said <br />that it is disheartening to hear such comments when Council has made great efforts to <br />communicate with the public about the reversion process, including holding public hearings <br />and call-ins, a telephone hotline, presentations to the public, and forums. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Council unanimously voted to <br />meet in executive session for the purpose of discussing appointments to boards and <br />commissions as authorized by Section 2.1-344(A)(1) of the Virginia Code, and for the <br />purpose of considering the acquisition or use of real property for public purpose, or the <br />disposition of publicly held property, as authorized by Section 2.1-344(A)(3) of the Virginia <br />Code, and more specifically described as property in the downtown area and two properties <br />in the Pen Park area. <br /> <br /> Council reconvened in open session and, on motion bv Mr. Cox, seconded by Mr. <br />Toscano, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law- were .discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> The ra,~eetjng was adjourned. <br /> <br />President ~ <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETiNG OF THE COUNCIL WILL BE HELD ON Monday, June 23, 1997 <br />AT 12:00 noon iN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - June 23, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr, Toscano. <br /> <br /> <br />
