44 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETiNG OF THE COUNCIL WILL BE HELD ON Monday, July 7, 1997 <br />AT 5:00 p.m. iN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - July 7, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Richards, Ms. Slaughter, Mr. Toscano. Absent: Ms. Daugherty. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, Council voted to meet in executive <br />session, with Ms. Richards absent for the vote, for the purpose of discussing the regular <br />annual evaluation of two specific public employees, and discussing appointments to boards <br />and commission, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the <br />purpose of considering the acquisition or use of real property for public purpose, or the <br />disposition of publicly held property, as authorized by Section 2.1-344(A)(3) of the Virginia <br />Code, and more specifically described as property on East High Street; and for the purpose of <br />consultation with legal counsel and briefings by staff members, consultants or attorneys, <br />pertaining to probable litigation, or other specific legal matters requiring the provision of <br />legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. The <br />substance of the matters to be discussed can reasonably be identified as follows: changes in <br />the form of local government structure, and related alternatives. An executive session on this <br />subject is also authorized by Section 15.1-945.7(D) of the Virginia'Code. <br /> <br />The executive session was recessed until the end of the regular Council meeting. <br /> <br />COUNCIL CHAMBER- July 7, 1997 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Richards, Ms. Slaughter, Mr. Toscano. Absent: Ms. Daugherty. <br /> <br />PUBLIC <br /> <br /> Mr. David Booth, a resident of Ivy, said that he feels that the direction provided to the <br />Rivanna Solid Waste Authority by the Council and Board of Supervisors is wrong and a <br />serious error. Mr, Booth said there will be unrestricted landfilling since no site plan is <br />required. Mr. Booth said the City and County should get out of the landfill business and <br />should reconsider option 7A. <br /> <br /> Mr. Carey Branch, Jr. asked that City Council recognize Mr. Lawrence Brunton, <br />former Mayor, in some appropriate way, such as naming the Meadowcreek Parkway after <br />him. <br /> <br /> Mr. Ed Strange, a resident of Ivy, expressed concern that the Rivanna Solid Waste <br />Authority will continue filling an unlined cell until 1998, and with the proposed blasting of <br />rock to build a CDD cell. Mr. Strange said such blasting may increase fractures in wells and <br />cause contamination. <br /> <br /> Mr. Kenneth Jackson, 208 5th Street, S.W., said that it has come to his attention that <br />the Police Chief has resigned, and he expressed concern that the city is turning its back on <br />law enforcement. Mr. Jackson asked for an explanation of the Police Chiefs resignation. <br />Mr. Jackson said that the Neighborhood Protection Task Force has been forwarded to <br />Council without his and other members' approval. <br /> <br /> <br />
