APPROPRIATION: Advance to MACAA (carried over) <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Mr. Jeff Sobet was <br />unanimously appointed to a two-year term on the Community Policy and Management Team <br />(CPMT). Tkfis term will expire on June 30, 1999. <br /> <br /> On motion by Ms. Richards, seconded by Mr. ToscanO, Mr. Michael Masters and Ms. <br />Rebecca Convery were reappointed, and Mr. Charles Langham was appointed to the <br />Highway Safety Commission. Mr. Masters' and Mr. Langham's terms will expire on June 30, <br />2001, and Ms. Convery's term will expire on June 30, 2000. <br /> <br /> On motion by Mr: Cox, seconded by Mr. Toscano, Ms. Leah Puryear was reappointed, <br />and Mr. Floyd Hurt was appointed to four-year terms on the Piedmont Virginia Community <br />College Board. These terms will expire on June 30, 2001. <br /> <br /> Mr. Cox asked that a mechanism be developed for reporting to Council on the Ivy <br />Landfill. <br /> <br /> Mr. Gouldman explained that the reversion petitioners followed the reversion statute, <br />but the three-judge panel ruled in favor of the County's motion to dismiss on the basis that <br />notice had not been given. Mr. Gouldman said he believes that the judges made their <br />decision on the assumption that the petitioners could refile after giving notice, but a new law <br />-went into effect on July 1 which required that the signatures on the petition be collected in <br />the twelve month's prior to filing. Mr. Gouldman said that City has filed a motion requesting <br />the judges to reconsider given the consequences of their decision. Mr. Gouldman said that <br />the City's decision to request the reconsideration is based on the belief that citizens have the <br />right to file petitions without undue hurdles. <br /> <br /> The regular meeting was adjourned, and the executive session reconvened in the <br />Second Floor Conference Room. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by Ms. <br />Richards, with Ms. Daugherty absent, certified that, to the best of each member's knowledge, <br />(i) only public business matters lawfully exempted from open meeting requirements by <br />Virginia law were discussed in the executive meeting to which this certification resolution <br />applies, and (ii) only' such public business matters as were identified in the motion convening <br />the executive meeting were heard, discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br /> <br />President ~j <br /> <br /> <br />
