52 <br /> <br /> B. Retirement - Section 13 of said contract entitled "Retirement Benefits" as amended <br />on July 1, 1996 is hereby amended as it pertains to the ICMA-RC Retirement Plan - "In <br />addition to the fbregoing, the City shall also make an annual contribution on behalf of the <br />City Manager ("Manager") to the ICMA-RC retirement plan in an amount equivalent to 3% <br />of the Manager's annual salary in that year of the contribution. Any further contribution to <br />ICMA-RC beyond that amount shall be the sole responsibility oft he City Manager." <br /> <br /> BE iT FURTHER RESOLVED that ali other terms of said 1995 Contract as amended <br />in 1996 are hereby reaffirmed, ratified, and renewed; and that this resolution shall be certified <br />by the Clerk of Councii, labeled Amendment No. 2, physically appended to the original <br />contract and signed by the City Manager and by the Mayor, and, in such form, this <br />Resolution shall serve as an amendment to the contract without further documentation. <br /> <br />m. RESOLUTION: Approving permit parking for portion of Locust Avenue <br /> <br /> WHEREAS, residents of Locust Avenue between Sycamore Street and Poplar Street <br />have requested that City Council designate that street as a restricted parking block; and <br /> <br /> WHEREAS, in accordance with the permit parking regulations, the City Traffic <br />Engineer has conducted on street parking surveys and mailed notice to ali residents of the <br />affected area that Council will consider designating such area as a restricted parking block; <br />and <br /> <br /> WHERK~S, the surveys have shown that at least 75% of the total number of on street <br />parking spaces in the proposed restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block were occupied by commuter <br />vehicles; and <br /> <br />WltEREAS, Council has considered: <br /> <br />the purpose and intent of the permit parking ordinance and <br />regulations; <br /> <br />(b) <br /> <br />the alternate means of transportation, if any, to and from the <br />restricted parking blocks being established; <br /> <br />(c) <br /> <br />the adverse impact that restricting parking in such blocks might <br />have on nearby neighborhoods that do not have permit parking; <br />and <br /> <br />(d) <br /> <br />the adverse impact that such restrictions may have on the <br />non-residents of the proposed restricted parking block and <br />their ability to find available parking near their place of work; <br />now, theretbre <br /> <br /> BE IT RESOLVED by the Council of the Cky of ChariottesviIie that Locust Avenue <br />between Sycamore Street and Poplar Street is hereby designated as a restricted parking <br />block. <br /> <br />ORDiNANCE: "AN ORDINANCE TO AUTHORIZE AN AMEND~T TO <br />THE LAND PURCHASE AND DEVELOPMENT AGREEMENT BETWEEN <br />THE CITY AND WRENSON CORPORATION-" (2nd reading) <br /> <br />ORDINANCE: "AN- ORDINANCE CLOSING, VACATING AND <br />DiSCONTINZUTNG A PORTION OF CASTALiA STREET RiGHT-OF-WAY <br />(carried over) <br /> <br />APPROPRIATION: CDBG AND HOME GRANT FUNDS - FY 97/98 (2nd reading) <br /> <br /> <br />
