56 <br /> <br />97-98 18-042,093596 Substantial Rehabilitation 5,000 <br /> Repairs <br /> <br />5,( <br /> <br />APPROPRE~TION: $67,000 - COlvlMUNITY ASSESSM~,NT CENTER GRANT <br />(carried over) <br /> <br /> Ms. Kate Gaston, Planner for the CACY Commission, said that the Community <br />Assessment Center funds will be used for a two year pilot program that will puli together <br />assessment programs for status offenders and less serious juvenile offenders. One full-time <br />senior case manager, half time coordinator, and pM-time case manager will be hired. <br /> <br /> Mr. Toscano said that he would like more information on how the assessment center <br />will fit together in the whole process, and that he hopes staff will look carefully at the goals <br />of the program. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the $67,000 appropriation of <br />the Community Assessment Center Grant was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Daugherty announced that a Job Opportunity Fair will be held at Buford School on <br />August 5th. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Council voted, with Mr. Cox <br />absent, to meet in executive session for the purpose of appointing members to various City <br />boards or agencies, as authorized by Section 2. i-344(A)(i) of the Virginia Code; for the <br />purpose of considering the acquisition or use or real property for purpose, or the disposition <br />ofpubliciy held property, as authorized by Section 2. i-344(A)(3) of the Virginia Code, and <br />more specifically described as property in Starr Hill; and for the purpose of consultation with <br />legal counsel and briefings by staff members, consultants or attorneys pertaining to actual or <br />probable litigation, or other specific matters requiring the provision of legal advice by <br />counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code (two separate law <br />suits). <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by Ms. <br />Daugherty, certified, with Mr. Cox absent, that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open meeting requirements by Virginia <br />law were discussed in the executive meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in the motion convening the executive <br />meeting were heard, discussed or considered by the Council. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Ms. Jewel Mason was <br />reappointed to a two-year term on the Charlottesville Redevelopment and Housing Authority. <br />This term will expire on June 30, 1999. The terms of Mr. Cox and Ms. Richards on the <br />Housing Authority were also clarified, and were determined to expire on June 30, 1998. <br /> <br />The m~ eeting was adjourned <br /> <br /> <br />
