Ms. <br />Slaughter noted that the City has a lot of low-income, scattered site subsidized housing, and <br />the recent conversion of Hearthwood to Section 8 housing and proposal to develop Cherry <br />Hill for low-income housing re-emphasized the need for the City to be more proactive rather <br />than reactive. Ms. Slaughter said that Council would like ideas on how to increase home <br />ownership, retain the middle class, and attract new families to the City. Ms. Slaughter <br />reco_mmended that the Planning Co_remission begin looking at the zoning map. <br /> <br /> Mr. Cox said he feels it, would be helpful to first identi~ the problem. Is it that the City <br />is losing middle income families, and if so, for what reasons. <br /> <br /> Ms. Susan. Cabe!l, Planning Comanission member, said that. data needs m be collected to <br />serve as a basis for a strategy, and that we need to first figure out how much we have lost and <br />why, and what property is available that cou!d be worked wit. h. Ms. Cabe!! said she thought <br />it would be helpful for the Planning Commission to take this data and brainstorm strategies. <br /> <br /> Ms. Richards noted that some research has been done on tax implications of rental <br />housing. <br /> <br /> Ms. Nancy Damon, Planning Commission Chair, suggested that focus groups to be <br />used. <br /> <br /> <br />
