Mr. Toscano asked that he be provided with a copy of the federal code regarding <br />use of CDBG funds. <br /> <br /> Mr. Cox said that CDBG funds should be used to give people in target neighborhoods <br />an opportuvJty to improve their status. <br /> <br /> Ms. Richards recommended that consideration be given to concentrating funds, perhaps <br />on a demonstration project, for b!ock-wi.'_de projects. <br /> <br /> Mr. Cox a~eed with Ms. Richards and asked that the Task Force consider one block <br />where change would be the most dramatic. <br /> <br /> Mr. Toscano made a motion to recommend the following to the CDBG and Belmont <br />Task Forces: !) designate North Belmont neighborhood as the target neighborhood, with <br />$200,000 set aside; 2) continue administration at the present level, providing for average <br />salary increases; 3) any and al! projects, including social programs, should fit imo Council's <br />goals and priorities; 4) projects should be designed to maximize visual improvements to the <br />neighborhood; and 5) strong consideration should be ~ven to projects that could use CDBG <br />funds as leverage for additional funds. Ms. Daugherty seconded the motion. <br /> <br /> Ms. Richards recommended that a sixth recommendation be included in the motion: <br />efforts shall be made to coordinate CDBG and HOME funds. Mr. Toscano and Ms. <br />Daugherty accepted Ms. Richards amendment. <br /> <br />The motion, as amended, was unanimously approved. <br /> <br />ORDLNANCE: CLOSLNG CASTALLA_ STREET (2nd reading) <br /> <br /> Mr. Clyde Gou!dman, CRy Attorney, recommended that the ordinance be amended to <br />designate five feet on either side of the center line of the street to be closed as the pedestrian <br />and bike easement. Mr. Gou!dman noted that the applicant would prefer that the easement. <br />not be required. <br /> <br /> Mr. Toscano made a motion to amend the ordinance to designate the five feet on either <br />side of the center line as the easement. Ms. Daugherty seconded the motion. <br /> <br /> Mr. Huja said that staff will work with the property owners to identi~ the center line. <br />Mr. Huja noted that the City will be required to maintain the easement once the street is <br />closed. <br /> <br /> Mr. Toscano said that the more he thinks about it, the more he is worried about setting <br />up the easement and taking on another maintenance burden. Mr. Toscano said he would <br />prefer that the street be closed and !et the property owners maintain it. <br /> <br /> M~r. Cox said the street is used as a shortcut for neighbors and he thi~s it would be <br />inappropriate to restrict the public from using the street. <br /> <br /> Ms. Richards expressed concern that the reason the applicant warns the street closed is <br />to eliminate cut through traffic. <br /> <br /> Ms. Daugherty~ called for the question and the amendment to the ordinance was <br />unanimously approved. <br /> <br /> The ordinance entkled "AN ORDII',LA2qCE CLOSING, VACATING AND <br />D!SCONTINUFNG A PORTION OF CASTALIA STREET RIGHT-OF-WAY," as <br />amended, which was offered at the August 4th meeting, was approved by the following vote. <br />Ayes: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> <br />
