T_I-t~, FOR_EST <br />LAKES SUBDIVISION TO T!-~ VLRGINIA DEPART~MENT OF <br />TRANSPORTATION (2nd reading) <br /> <br />PUBLIC <br /> <br /> Mr. Kevin Lynch, referring to Council's interest in using CDBG funds to leverage other <br />funds, suggested that other ways be explored to loan funds for renovations, such as paying <br />the interest for developers who fix up houses for a certain period of time. <br /> <br /> Mr. Cox asked staffto include Mr. Lynch when citizens are involved in the housing <br />strategy issues. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Council unanimously voted to <br />meet in executive session for the purpose of appointing members to various City boards or <br />agencies, as authorized by Section 2.1-344(A)(!) of the Virginia Code; for the purpose of <br />considering the acquisition or use of rea! property for public purpose, or the disposkion of <br />publicly held propert, y, as authorized by Section 2:1-344(A)(3) of the Virginia Code, and <br />more specifically described as property north of the 250 Bypass; and for the purpose of <br />consultation with legal counsel and briefings by staff members, consultants or attorneys, <br />pertaining to probable litigation, or other specific legal matters requiring the provision of <br />legal advice by counsel, as authorized by Section 2. !-344(A)(7) of the Virginia Code. The <br />substance of the matters to be discussed can reasonably be identified as follows: changes in <br />the form of local goverp_ment structure, and related alternatives. An executive session on this <br />subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />_Mr. Cox, unanimously certified that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted -from open meeting requirements by Virginia law were <br />discussed in the execmive meeting to which this certification resolution applies, and (ii) only <br />such public business matters as were identified in the motion convening the executive meeting <br />were heard, discussed or considered by the Council. <br /> <br />APPOINTMENT: HOUSING AUTHORITY <br /> <br /> On motion by _Mr. Cox, seconded by Ms. Richards, Ms. Emily Heule was unanimously <br />appointed to a two-year term as a tenant representative on the Charlottesville Redevelopment <br />and Housing _Authority.
