86 <br /> <br />c. _APPROPRIATION: $24,051 - Partners in Prevention Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $24,051.00, to be received as a Partners in Prevention grant from the Virginia <br />Department of Health, is hereby appropriated to expenditure account t 1-020-061072 for the <br />purpose of supporting the efforts of the Charlottesville-Albemarle Children and Youth <br />(CACY) Commmission in preventing teen pregnancies in the Charlottesville and Albemarle <br />County area. T_his appropriation is conditioned upon receipt of $24,051.00 from the Virginia <br />Department of Health. <br /> <br />d. APPROPRIATION: $150,000 - Pdvanna Trails Grant (2nd reading) <br /> <br /> WItEREAS, on January 21, 1997, City Council approved an application for !STEA <br />(Intermodal Surface Transportation Efficiency Act) funds in the amount of $120,000.00 to <br />extend the Rivanna Greenbelt Trail north of the Route 250 Bypass; and <br /> <br /> WItEREAS~ said funds have been awarded subject to the City and Albemarle County <br />contributing $15,000 each to the cost of the project; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $150,000.00, of which $120,000 will be received from the Virginia Department of <br />Transportation and $ ! 5,000 will be received ti-om the County of Albemarle, is hereby <br />appropriated to the Capital Projects Fund in expenditure account 26-041-121063. The City's <br />contribution of $ ! 5,000 to the project will be taken from funds currently appropriated in <br />expenditure account 26-04!-121063 (Greenbelt/Linear Trail Account). <br /> <br />e. RESOLUTION: <br /> <br />Supporting Application for Great A_merican Main Street <br />Award <br /> <br /> WHEREAS, the economic health and cultural vibrancy of downtown Charlottesville is <br />crucial to the overall well-being of the City of Charlottesville; and <br /> <br /> WHEREAS, the City of Charlottesville wholeheartedly supports and, through its <br />revolving loan program, small business assistance program_, financial contributions to the <br />revitalization effort, and commitment to maintaining all local goverament offices in the <br />downtown area, materially participates in efforts to revitalize downtown Charlottesville; and <br /> <br /> WHEREAS, the City of Charlottesville believes that downtown revitalization efforts in <br />Charlottesville are an integral part. of the City's overall plan to increase economic <br />development; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Charlottesville fully <br />supports this entry into the Great American Main Street Awards competition. <br /> <br />PUB!C <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Cox said that the Lewis Mountain Neighborhood Association has expressed <br />concern about traffic and speculative rental conversion and he feels the City needs to find <br />ways to reverse those trends. Mr. Cox said that the Fifeville Neighborhood Association <br />wants the City Manager's staff to come and address their concerns as well. Mr. Cox <br />encouraged Council to visit the 9th/10th Street road site, expressing concern that the site <br /> <br /> <br />
