89 <br /> <br /> Mr. Rich Co!!hs suggested that the Council hold a mock jury trial in order to persuade <br />them that a deliberate manipulation occurred by the Federal Highway Ad,nitration and <br />VD©~T. <br /> <br /> Ms. Nancy Hurrelbfinck, said that while she is sympathetic to Park Street residents, she <br />thinks traffic calming efforts would help them as she feels speed, not volume is the problem. <br />Ms. Hurre!brinck suggested that the City hold a forum on traffic. <br /> <br /> .Mr. Jay Carder, representing the Virginia Chapter of the Sierra Club, said that the <br />Parkway is not the solution to transportation problems, he is unconvinced by historical <br />arguments for the road, and he urged Council to kill the project. <br /> <br /> Mr. Peter Mc!ntosh, 624 Davis Avenue, said that the conditions on Park Street are a <br />danger to children, and the adjacent neighborhoods are being used as mini-bypasses. Ma-. <br />McIntosh urged Council to support, the decisions of past Councils and pro,de better access <br />to downtown. <br /> <br /> Ms. Alma Shifflett, 1003 Park Street, supported the Parkway, noting that she is unable <br />to get across the traffic on Park Street. <br /> <br /> Ms. Ashlin Smkh, 620 Park Street, conducted a survey of 27 residents from the 250 <br />Bypass to Court Square, 25 being in favor of the Parkway, 2 being opposed. Some who <br />supported the Parkway expressed concern about the park, though they felt that part of the <br />Park was more easily lost, and supported not wide_njng Mclntire Road. Ms. Smith said the <br />neighborhood is happy to work with the City on traffic calming measures. <br /> <br /> A resident of 2!4 Little Graves, said that the City needs to be creative to address traffic <br />concerns, including adding bike lanes and other alternative modes of transportation. <br /> <br /> Ms. Maria Ziegler of Park Street said that she thinks the Parkway will help with traffic <br />concerns on Park Street. <br /> <br /> Mr. Christopher Cdbson, 2331 Glenn Court, of the Eco-Activist Club at Charlottesville <br />High School, opposed the Parkway. <br /> <br /> Ms. Terry Shotwell, President of the Charlottesville Downtown Foundation, supported <br />the Parkway to provide easier access to downtown for tOurists and shoppers. <br /> <br /> A resident of 1209 Hazel Street said that trucks go on Route 66 in Northern Virginia <br />even though it is supposed to be restricted to track traffic, and opposed the Parkway. <br /> <br /> Ms. Paul Fishbane, 751 Park Street, said that the North Downtown Residents <br />Association has never taken an official position on the Parkway though k has allways felt that <br />the road would benefit downtown nei~hborhoods. Mr. Fishbane said that when the road is <br />built, traffc should be controlled and not allowed to filter into the neighborhood streets. Mr. <br />Fishbane said he is discouraged with the effort to stop the project, and sees it as the <br />destruction of Park Street. Mr. Fishbane presented a petition signed by residents of North <br />Downtown supporting the Parkway and requesting other traffic calming measures. Mr. <br />Fishbane noted that while Mclntire Park should be seen as a neighborhood park to adjacent <br />neighbors, it is inaccessible and he thinks that the Parkway will actually increase access. <br /> <br /> Ms. MaW MacNeil, 710 Ridge Street, recommended that Park Street residents talk to <br />City staffabout fi_tture traffic counts on Park Street if the Parkway is built. Ms. MacNeil <br />invited Park Street residents to cross Ridge Street, and questioned by Ridge Street should be <br />destroyed to save Park Street. Ms. MacNei! recommended that the Parkway idea be shelved <br />until the Route 29 Bypass is built. <br /> <br /> Mr. Frank Stoner of Chestnut Oak Lane, representing the Chamber of Commerce, said <br />he does not fee! the Parkway will split the City, and feels there is a universal level of support <br />for the Parkway. Mr. Stoner said he thinks the City needs a Well managed growth plan, and <br /> <br /> <br />
