Noes: Ms. <br />Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Ms. Slaughter recomJnended that the Planning Coma~ssion and MPO st~_~ffbe LnMted to <br />Council's public hearing on the CATS plan the second meeting in November. <br /> <br /> Ms. Richards encouraged citizens to look at the CATS plan, including traffic reduction <br />and other significant traffic calming efforts. <br /> <br />RESOLUTION: ADOPTING COlVLMISSION ON CH!!,DREN AND FA_MILY <br />AGREEMENT <br /> <br /> Ms. Linda Peacock, Assistant City Manager, explained that the Co ,unci! previously <br />heard and approved a proposal from a coalkion of agencies to dissolve the <br />Charlottesville-Albemarle Children and Youth Commission (CACY) and Community Policy <br />Management Team (CPMT) and to adopt a new combined comanission. Since that time, two <br />youth .representatives were recommended to be added to the membership. Ms. Peacock <br />requested that Council approve the agreement and resolution and appoint the mandated <br />members to the Commission. <br /> <br />Mr. Cox said he would prefer to appoint al! members at the same time. <br /> <br /> Responding to a question from Mr. Cox, Ms. Peacock said that the funding proposal is <br />to split the cost evenly between the City and County, and noted that in the past the City paid <br />a larger amoum. <br /> <br /> Mr. Toscano __made a motion to approve the resolution adopting the Cormnission on <br />Children and Family agreement and Ms. Richards seconded the motion. <br /> <br /> Ms. Daugherty thamked staff and al! who worked on the agreement, and said she feels <br />that the Commission will better serve young people. Ms. Daugherty said this is also a good <br />example of cooperation with the County. <br /> <br /> Ms. Richards said she feels the Commission is a major step fo_rward and will provide an <br />umbrella structure for youth and family programs. <br /> <br />The resolution was unanimously approved by Council. <br /> <br /> WltEREAS, the Charlottesville City Council is cormnitted to improving services to <br />children, youth and families in Charlottesville; and <br /> <br /> WHEREAS, the citizens of Charlottesville have a vested interest in strengthening <br />families and developing pOsitiVe attributes in thek children and youth; and <br /> <br /> WBEREAS, the Charlottesville/Albemarle Children and Youth Corn. mission was <br />established in !990 to serve as a comprehensive p!arming, coordinating and evaluation body <br />for children and youth services for the City and the County; and <br /> <br /> WHEREAS, the Community Policy and Management Team was established in 1993 to <br />serve the needs of troubled and at-risk youths and their families for the City and the County <br />and to maximize the Use of state and community resources; and <br /> <br /> WHEREAS, representatives of the _Albemarle County Board of Supervisors and the <br />Charlottesville City Council are recommending that the County join with the City to form a <br />comprehensive planning, coordinating and evaluation body for children and family services <br />composed of citizens and human service directors; <br /> <br />NOW THEREFORE, BE IT RESOLVED <br /> <br /> !. That the Mayor of the City of Charlottesville be authorized to execute an agreement <br />with _Albemarle County to establish a Commission on Children and Families (the <br /> <br /> <br />
