TI4JE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: Council work plan <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - November !0, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards (a~ived late), Ms. Slaughter, Mr. Toscano. <br /> <br /> Ms. Slaughter said that the work session will focus on prioritizing and assigning dates <br />to Council's work plan developed at the annual retreat. Ms. Slaughter said that the portion of <br />the work plan dealing with the schools .will be discussed at the November 14th School Board <br />lunch meeting, and the budget implications of the work plan will be discussed at the <br />December 8th Cotmci! work session. <br /> <br />Expanding Middle Class <br /> <br /> !) Forum on middle class housing with realtors and comractors/Real estate focus group <br />on housing initiatives with realtors and agents. (May, 1998) <br /> <br /> Mr. Toscano said that a subcommittee has been formed to deal with some of these <br />ismes and a mrvey may be conducted in addition to focus groups. <br /> <br /> 2) Economic incentives to expand existing homes: Explore what's been done in other <br />localities. <br /> <br /> 3) Workshops for Com. muniW Deve!opmem on urban housing models: Include as part <br />of next. neighborhood co_n£erence. <br /> <br /> 4) Incentives for downtown residential deve!opment/Rehab housing through private and <br />public developers. (6 month deadline) <br /> <br />Ms. Daugherty said she would like to hear from developers on this. <br /> <br />Mr. Toscano suggested talking to the downtown developers' group. <br /> <br />5) Complete Housing Strategy: Planning Commission working on. (June, 1998) <br /> <br />6) Infrastructure assistance for subdivision development. (tong-term) <br /> <br />Ms. Daugherty said she thinks this will be an expensive type of project. <br /> <br /> 7) Development of Elliott Avenue site (also include Pen Park property). Economic <br />feasibility study needed. (Februa~, 1998). Regular status meeting onPen Park in <br />February.4Viarch, !998. <br /> <br /> Mr, Cox said he made a presentmion/proposa! at the last Ridge Street Task Force <br />meeting about development of the Elliott Avenue site and received mixed reactions. <br />Economic feasibility study needed. <br /> <br />8) Tax abatement to buffer effects of development and rehabilitation. <br /> <br /> <br />
