cost. <br /> <br />109 <br /> <br />3) More money to historic preservation programs. <br /> <br />_.Mr. Cox said that low income residents oppose new historic districts because of the <br /> <br /> Ms. Slaughter recommended formation of an Historic Resources Task Force to discuss <br /> this issue and others, including the possibility of establishing a Lewis and Clark Museum. <br /> <br /> Mr. Toscano said that there are good ideas in the proposal for an Historic Resources <br /> Task Force, but he expressed concern that this issue was not discussed at the Council retreat <br /> and about the stafftime required for such a Task Force and the expectations that the City .will <br /> be responsible. Mr. Toscano said he feels there are existing organizations such as the <br /> Historical Society who might be able to discuss this proposal or staff such a Task Force. <br /> <br /> Ms. Slaughter said that the Task Force could prioritize the proposals and decide what <br />they wanted to work on. <br /> <br /> Ms. Daugherty recommended that a couple of Councilors get together and .write the <br /> charge for an Historic Resources Task Fome. <br /> <br /> Mr. O'Connell said that he would like to look at the proposal and provide options for <br /> staffing. <br /> <br /> 4) Traffic calming: Need master traffic calming plan (through MPO) and Highway <br />Research Council. (by summer, !998) <br /> <br /> 5) Develop parks as cultural centers. <br /> <br /> Mr. Cox said there are currently no cultural programs occu~ng at the parks~ <br /> <br /> Mr. Leon Churchill, Assistant City Manager, said that holding cultural programs at the <br />parks would take a restructuring and some expertise. <br /> <br /> Ms. Slaughter recommended talking with arts groups about this or other localities, and <br />giving the issue to the Parks and Recreation Board to discuss. <br /> <br /> 6) Work with Housing Authority to update Section 8 housing. (tong-term) <br /> <br /> Ms. Richards said that many of the Section 8 units in the City are County administered <br />so the County would need to be involved. <br /> <br /> It was recommended that the Housing Authority staff and Building and Life Safety staff <br />investigate the matter together and report back to Council. <br /> <br /> 7) Neighborhood property tax districts. (long term, one year) <br /> <br /> 8) Connect bike, pedestrian ways. Greater network of sidewalks. <br /> <br /> Mr. Huja said that a committee is working on bike routes. <br /> <br /> Ms. Slaughter recommending putting the bike and pedestrian plan together. <br /> <br /> 9) Develop traffic reduction plan: through MPO. <br /> <br /> 10) Revamp neighborhood anti-drug efforts. <br /> <br /> Ms. Daugherty said she does not feel anti-drug efforts need to be revamped, but should <br />be assessed. <br /> <br /> ! 1) Convert 100 rentals to owner-occupied: part of Housing Strategy. <br /> <br /> <br />
