t22 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that a <br />special use permit is hereby approved and granted to Townsquare Associates, owner of the <br />property at 30! East Main Street, to use a portion of the building at 301 East Main Street <br />and 3rd Street, N.E. for an amusement arcade with no more than eight (8) billiard tables. This <br />approval is conditioned upon the following: <br /> <br />(!) Tha the amusement arcade be located in the area shown on the approved site plan <br /> consisting of approximately 654 square feet of floor area at the rear of 30 ! East Main <br /> Street on two levels and accessed through the restaurant only. <br /> <br />(2) That the hours of operation only be during hours of operation for the restaurant, and no <br /> later than 2:00 a.m. <br /> <br />(3) That at all times during operation, a manager and a minimum of one additional <br /> employee be on duty at the restaurant to monitor use of the amusement arcade. <br /> <br />(4) That the amusement arcade not be used for gaming or other activities requiring special <br /> state license (such as lotto, or off-track betting). <br /> <br />(5) Some billiard tables must be in areas accessible to individuals with disabilities. <br /> <br />(6) That the entire area devoted to the billiard table activity not exceed 15% of the gross <br /> floor area. <br /> <br />(7) That the amusement arcade consist of no more than eight (8) billiard tables and shall <br /> not include arcade games. <br /> <br />DISCUSSION: CHARLOTTESVILLE-ALBE_MARLE TRANSPORTATION STUDY <br />(CATS) YEAR 2015 <br /> <br /> Ms. Slaughter explained that the Metropolitan Planning Organization (MPO) will hold a <br />public heating on the Charlottesville-Albemarle Transportation Study (CATS) on December <br />8th, and they would like comments and recommendations on the Study from Council. <br /> <br /> In response to statements made by opponents of the Meadowcreek Parkway, Ms. <br />Slaughter made the following connnents: 1) In the event that Council voted not to proceed <br />with the Meadowcreek Parkway, and the Department of Transportation (VDOT) agreed to <br />apply the $1.5 million spent by the State to date on the Meadowcreek Parkway on future <br />road projects for Charlottesville, it would still mean that the $1.5 million would have to come <br />out of the City's General Fund; 2) The Route 250 and Mc!ntire Road intersection would have <br />an F rating because it would contain a four-way stop light; 3) Council does not agree with the <br />statement that downtown is no longer a retail center; 4) VDOT has indicated that the traffic <br />model that shows traffic increasing on Park Street with the Meadowcreek Parkway is an <br />anomaly and does not work in these type areas, and a better predictions of traffic counts is <br />being requested; 5) With regard to the proposed Route 29 bypass, the environmental impact <br />statement said that the Meadowcreek Parkway would have a minor impact on traffic on 29 <br />North; and 6) It is not true that the Meadowcreek Parkway will run through to Interstate 64 <br />as the portion of the road north of the 250 Bypass has been eliminated and a traffic circle at <br />Mclntire and Preston is being considered. <br /> <br /> Mr. Cox said he favors postponing a decision on the Meadowcreek Parkway to give the <br />community an opportunity to look at a transportation network. <br /> <br /> Ms. Richards said she feels an eastern bypass would be an important alternative and <br />would potentially carry traffic away from Meadowcreek Parkway. <br /> <br /> Ms. Hannah Twaddelt, Planner with the P!amxing District Commission said that a study <br />of an eastern bypass will take three to five years, and noted that the possibility of an eastern <br />bypass was discussed years ago and was felt to be an expensive alternative. <br /> <br /> <br />
