Mr. Cox asked staff <br />to find if there are any cases in Virginia where localities have been required to reimburse <br />VDOT in fill!. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Daugherty said she has read the information Mr. Barnhilt provided Council at the <br />last meeting regarding the use of federal funds, but k has not changed her mind about <br />approving the appropriations. Ms. Daugherty said that the funding provides a tool to fight <br />crime and their use will benefit the community. <br /> <br />Mr. Barnhil! said he feds the drug asset funds were unlawfully seized. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved: <br /> <br />a. _Minutes of September 8 and !2 <br /> <br />b. RESOLUTION: Supporting James River Designation as American River <br /> <br /> WHEREAS, the .American Heritage Rivers Initiative assists broadly supported <br />community-based efforts to revitalize local rivers and their related communities and <br />waterfronts; and <br /> <br /> WHEREAS, the American Heritage Rivers Initiative is responsive to the diverse needs <br />of different kinds of communities, from the core of our cities to remote rural area; and <br /> <br /> WHEREAS, the American Heritage Rivers Initiative integrates state, local, federal and <br />private expertise and resources to achieve community-identified complementary goals, <br />including natural resources management, economic development, environmental protection <br />and historic preservation; and <br /> <br /> WHEREAS, designated American Heritage Rivers and their riverfront communities <br />will receive focused support, information, and services; and <br /> <br /> WHEREAS, the American Heritage Rivers Initiative encourages investment in river <br />communities, promotes the pooling of resources and actively seeks out others to support <br />river community efforts; and <br /> <br /> WHEREAS, the .American Heritage Rivers Initiative supports efforts that directly <br />result in improved river health and revitalized local communities; and <br /> <br /> WHEREAS, the _American Heritage Rivers Initiative Program wit! not be a regulatory <br />program, but will provide assistance to riverfront communities with access to federal <br />programs for financial and technical assistance; and <br /> <br /> WHEREAS, the James River is America's River, where our nation began, the cradle of <br />democracy, the home of several Presidents and American leaders, and the birthplace of <br />private ownership of land; and <br /> <br /> WHEREAS, the Rivanna River, a major tributary of the James River, runs through <br />Charlottesville and Albemarle County and past Monticello and other properties owned by <br />Thomas Jefferson; and <br /> <br /> WHEREAS, the Rivanna River has a rich history including its role in the life of early <br />native _American tribes, especially the Monocan Tribe; and the historic canals developed <br />adjacent to the River to support commerce and trade with the lower James at Richmond and <br />Williamsburg; and <br /> <br /> <br />
