Absent: Ms. Richards. <br /> <br />The proposal to apply for a grant for the Even Start program was discussed. <br /> <br /> Ms. Nancy Gerke with the Charlottesville Schools, explained that components of the <br />Even Start Program include: adult education; parent education; parent/child/teacher contact; <br />and child education. Eligibility requirements include: parents who do not have a high school <br />diploma and have children under five years of age; teenage mothers; Temporary Assistant to <br />Needy Families (TANF) recipients; grandmothers with primary care responsibilities; spouses <br />who do not work; and night shift workers. Other agencies such as Literacy Volunteers and <br />Aduk Education would be involved. There will be a 10% reduction in funding each year and <br />matching funding can be in-kind. <br /> <br /> Ms. Mary Newton, Grant Coordinator for Charlottesville Schools, explained that the <br />State will evaluate the program and it is anticipated that local funding will be needed at the <br />end of the second year. <br /> <br />Mr. Toscano asked how this grant would fit in with other current programs. <br /> <br />Ms. Gerke said that existing literacy programs are not as intense as this program. <br /> <br /> Mr. Toscano questioned whether other programs would be phased out if it was <br />concluded that this program is successful. <br /> <br /> Mr. Cote Hendrix, School Board member, said if the program is successful he feels <br />there would be a moral commitment to continue to fund it once the grant funds a~re no longer <br />available. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Gerke said that staffhired would <br />include one director, an assistant for 3 year olds, two stafffor the toddler room, two staff for <br />the infant room, and one staff for adult education. <br /> <br /> Mr. Cox said he feds a comprehensive way is needed to evaluate other programs that <br />currently operate. <br /> <br /> <br />
