ALLEY OFF E. HIGH STREET <br /> <br /> Mr. Gou!dman explained that the applicant has requested that Council waive the second <br />reading of the alley closing. Mr. Gou!dman explained that the closing is being requested in <br />order to provide additional parking. <br /> <br /> Ms. Daugherty made a motion to waive the second reading of the ordinance, and to <br />approve the ordinance closing an alley offE. High Street. Mr. Toscano seconded the motion <br />and the ordinance entitled "AN ORDIN_A_NCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF AN ALLEY OFF LITTLE HIGH STREET <br />SOUTHEAST OF !0TH STREET AND EAST HIGH STREET" was appr, oved by the <br />following vote. Ayes: Mr, Cox, Ms. Daugherty, Ms. Richards, Ms, Slaughter, Mr. Toscano. <br />Noes: None. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter reminded people about First Night Virginia and said that she hopes <br />people wilt participate in th_is wonderful community event. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously voted <br />to meet in executive session for the purpose of discussing appointments to boards and <br />commissions, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose <br />of consultation with legal counsel and briefings by staff members, consultants or attorneys, <br />pe~aining to probable litigation, or other specific legal matters requiring the provision of <br />legal advice by counsel, as authorized by Section 2. !-344(A)(7) of the Virginia Code. The <br />substance of the matters to be discussed can reasonably be identified as follows: changes in <br />the form of local government structure, and related alternatives. An executive session on t_his <br />subject is also authorized by Section ! 5.1-945.7(D) of the Virginia Code; and for the purpose <br />of considering the sale of a parcel of City owned land northeast of Rio Road as authorized by <br />Section 2.1-344(A)(3) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Mr. Toscano, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) ovJy such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />APPOI2~I~TMENTS: BOARDS A_~ND COMMISSIONS <br /> <br /> On motion by Ms. Richards, seconded by _Mr. Toscano, Ms. Virginia Roy was <br />unanimously appointed to an unexpired term and a two-year term on the Jefferson Area <br />Board for Aging Advisory Council. This term will expire on March 3 t, 2000. <br /> <br /> On motion by Ms. Richards, seconded by Mr. Toscano, Mr. Hovey Dabney and Ms. <br />Susan ~Garrett were unanimously appointed to unexpired terms and two-year terms on the <br />Jefferson Area Board for Aging.
