ALLEY OFF E. HIGH STREET Mr. Gou!dman explained that the applicant has requested that Council waive the second reading of the alley closing. Mr. Gou!dman explained that the closing is being requested in order to provide additional parking. Ms. Daugherty made a motion to waive the second reading of the ordinance, and to approve the ordinance closing an alley offE. High Street. Mr. Toscano seconded the motion and the ordinance entitled "AN ORDIN_A_NCE CLOSING, VACATING AND DISCONTINUING A PORTION OF AN ALLEY OFF LITTLE HIGH STREET SOUTHEAST OF !0TH STREET AND EAST HIGH STREET" was appr, oved by the following vote. Ayes: Mr, Cox, Ms. Daugherty, Ms. Richards, Ms, Slaughter, Mr. Toscano. Noes: None. PUBLIC There were no matters by the public. OTHER BUSINESS Ms. Slaughter reminded people about First Night Virginia and said that she hopes people wilt participate in th_is wonderful community event. On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously voted to meet in executive session for the purpose of discussing appointments to boards and commissions, as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys, pe~aining to probable litigation, or other specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2. !-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can reasonably be identified as follows: changes in the form of local government structure, and related alternatives. An executive session on t_his subject is also authorized by Section ! 5.1-945.7(D) of the Virginia Code; and for the purpose of considering the sale of a parcel of City owned land northeast of Rio Road as authorized by Section 2.1-344(A)(3) of the Virginia Code. Council reconvened in open session and, on motion by Ms. Daugherty, seconded by Mr. Toscano, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) ovJy such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. APPOI2~I~TMENTS: BOARDS A_~ND COMMISSIONS On motion by Ms. Richards, seconded by _Mr. Toscano, Ms. Virginia Roy was unanimously appointed to an unexpired term and a two-year term on the Jefferson Area Board for Aging Advisory Council. This term will expire on March 3 t, 2000. On motion by Ms. Richards, seconded by Mr. Toscano, Mr. Hovey Dabney and Ms. Susan ~Garrett were unanimously appointed to unexpired terms and two-year terms on the Jefferson Area Board for Aging.
