i33 NOTICE OF SPECiAL MEE'HNG A SPECIAL MEEHNG OF THE COUNCIL WILL BE HELD ON Monday, December 22, '!997 at 8:00 a.m. iN Tiq~, Second Floor Co~b. rence Room TH~ PROPOSED AGEN~DA iS AS FOLLOWS: Executive session as provided by SectiOn 2.i-344(A) of the Virgima Code BY ORI)ER OF THE MAYOR BY Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOM - December 22, 1997 Council met in special sesSion on this date with the fbilowing members present: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously voted to meet in executive session for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys, pertaining to probable litigation, or other specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2. i-344(A)(7) of the Virgima Code. The substance of the matters to be discussed can reasonably be identified as fbiiows: changes in the fbrm of local government structure, and related alternatives. An executive session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. Council reconvened in open session and, on motion by Ms. Daugherty, seconded by Mr. Cox, certified that, to the best of'each member's knowledge, 0) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which tbJs certification resolution applies, and (ii) only such public business matters as were ident~ed m the motion convening the executive meeting were heard, discussed or considered by the Council. The meeting was adjourned. Presid,~nt ~ COUNCIL CHAMBER- Januar3~ 5, 1998 Council met in regular session on this date with the following members present: Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Absent: Mr. Cox. PUBLIC Ms. Martha Levering, 815 Orangedale Avenue, invited Councilors to attend a public forum sponsored by the Federation of Neighborhood Associations, to provide information on the history and present and future plans for the Meadowcreek Parkway, to be held on Monday, January 12th at Buford School. PUBLIC HEARING: AUTHORIZING ISTEA GRANT APPLICATION RESOLUTION Mr. Satyendra Huja, Director of Community Development, explained that the City has an opportunity to apPly, for ISTEA funds, and listed options for projects proposed by staff and Councilors, all of which would require a 20% match by the City: 1) Landscaped island at the intersection of Ridge/Mclntire and Preston; 2) Pedestrian and bike bridge between Darden Towe Park and Pen Park; 3) Landscaping and pedestrian area development on High Street and next to Long Street Bridge; and 4) Removal of billboards on High Street.
