in three areas of public hOusing. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Garrity <br />stated that a three-year grant of $36,000 a year had been <br />received, with funding for the fourth year reduced to <br />$18,000. The grant funds a half time director and three site <br />directors. <br /> <br /> Mr. William Carter stated that he had a problem with his <br />water bill. Mr. Hendrix arranged to meet with Mr. Carter to <br />discuss the matter. <br /> <br /> Mr. William Roberts of 610 Elliot Avenue requested that <br />a street sign be placed on Elliot off of Ridge Street. <br /> <br />APPOINTMENTS <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, Mr. <br />Kurt Wassenaar was unanimously appointed as the Board of <br />Architectural Review's representative on the Downtown Board <br />of Architectural Review. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, Ms. <br />Jean Hiatt was unanimously appointed as the Board of <br />Architectural Review's representative on the Historic <br />Landmarks Commission. <br /> <br />APPROPRIATION: $4,250 - VIRGINIA COMMISSION FOR THE ARTS GRANT <br /> <br /> Mr. Hendrix stated that the City had been awarded a <br />challenge grant from the Virginia Commission for the Arts <br />which has previously been divided between Piedmont Council of <br />the Arts and the Virginia Discovery Museum. Mr. Hendrix <br />listed the following options available to Council for <br />allocation of the grant: 1) give a percentage of the grant <br />equal to the percentage of funding given in the City's <br />budget; 2) give all the grant to one or the other; or 3) any <br />other formula. <br /> <br /> Mr. Vandever moved the appropriation using the same <br />percentage as in previous years, allocating 68% for Piedmont <br />Council of the Arts and 32% for the Virginia Discovery <br />Museum. MS. Waters seconded the motion and it was carried <br />over to the next meeting for consideration. <br /> <br />ORDINANCE: <br /> <br />STREET <br /> <br />GRANTING DEED OF EASEMENT FOR ENCROACHMENT ON WALKER <br /> <br /> Mr. Hendrix stated that the deed of easement would allow <br />clear title to the property and allow the encroachment of <br />the roof overhang as long as the house remains on the site. <br /> <br /> Mr. Gouldman noted that there were no objections from <br />staff to the encroachment. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />the ordinance entitled "AN ORDINANCE AUTHORIZING THE <br />CONVEYANCE OF AN EASEMENT WITHIN THE WALKER STREET RIGHT-OF- <br />WAY" was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter requested that an ordinance be prepared <br />for Council's next agenda regarding the expansion of <br />membership on the Housing Authority. <br /> <br /> Ms. Waters requested that staff provide a report for <br />Council on responsibilities of the Housing Authority beyond <br /> <br /> <br />
