Councilors which would provide flexibility. <br /> <br /> Ms. Waters recommended if in the future Council <br />wanted to reduce the number of City Councilors on the Housing <br />Authority that a separate public hearing be held and the <br />ordinance changed at that time, rather than building in the <br />flexibility to do so at this time. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 2-5.1 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, AS AMENDED, TO ALLOW FOR THE APPOINTMENT OF TWO <br />ADDITIONAL MEMBERS TO THE CHARLOTTESVILLE REDEVELOPMENT AND <br />HOUSING AUTHORITY BOARD OF COMMISSIONERS" was offered and <br />carried over. <br /> <br /> Mr. Clyde Gouldman, City Attorney, recommended that the <br />second reading of the ordinance be delayed until Council is <br />ready to appoint the additional members to the Authority. <br /> <br /> The second reading of the ordinance was scheduled for <br />the second meeting in September. <br /> <br />PUBLIC HEARING: <br /> <br />CORRECTIONS <br /> <br />100 YEAR FLOOD PLAIN ELEVATION BOUNDARY <br /> <br /> Mr. Hendrix explained that the flood plain elevations <br />were recommended to be changed slightly so there would be <br />conformance between the City and Albemarle County. <br /> <br />The public hearing was opened. <br /> <br /> As there were no speakers, the public hearing was <br />closed. <br /> <br />ORDINANCE: 100 YEAR FLOOD PLAIN ELEVATION BOUNDARY CORRECTIONS <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Hendrix <br />explained that the federal government regulates what can be <br />built within the flood plain as a condition of receiving <br />insurance provided by the federal government. Mr. Hendrix <br />further explained that the adjustments would be made at <br />Moore's Creek. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 31-117 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, AS AMENDED, RELATING TO REVISIONS TO THE FLOOD BOUNDARY <br />AND FLOODWAY MAPS FOR THE CITY OF CHARLOTTESVILLE" was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />STAFF REPORT: LEWIS MOUNTAIN NEIGHBORHOOD STUDY <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />reviewed the Lewis Mountain Neighborhood Study, the fourth <br />neighborhood to be studied by the Planning and Coordinating <br />Council. Mr. Huja listed the following as major goals of the <br />study: 1) assure that future development is compatible with <br />the existing residential neighborhood; 2) increase on-grounds <br />housing for the University~ 3) reduce existing traffic; and <br />4) improve the Ivy Road corridor. Mr. Huja reviewed the <br />recommendations contained in the study and added the <br />following which were recommended by the Planning Commission: <br />1) the City should study and control the through traffic in <br />the neighborhood~ 2) facilities which are outside the Lewis <br />Mountain Neighborhood but affect the area should be <br />controlled~ and 3) an effort should be made to develop a <br />long-range street plan for the University to'protect the <br />neighborhood. <br /> <br /> Ms. Slaughter raised questions about the traffic <br />congestion at the railroad bridge on Emmet street and Mr. <br /> <br /> <br />
