On motion by Ms. Waters, seconded by Ms. Slaughter, Council unanimously voted to meet in executive session following the special meeting of the Housing Authority to discuss appointments to boards and commissions and possible acquisition of property located several blocks south of Main Street pursuant to Section 2.1-344 (a)(1) ~and (3) of the Virginia Freedom of Information Act. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Mr. Vandever, unanimously certified, to the best of each memberJs knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters were identified in the motion convening the executive meeting w~re heard, discussed or considered by the Council. THE PROPOSED AGENDA IS AS FOLLOWS: Budget work session BY ORDER OF THE MAYOR BY Jeanne Cox (signed) BASEMENT CONFERENCE ROOM - August 1, 1990 Council met in special session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Mr. Lee Barnes, President of the University of Virginia Student Council invited Council and staff to participate in a softball game on August 2nd. Mr. Barnes explained that this and other activities were attempts to improve University- community relations. BUDGET WORK SESSION Ms. Rita Scott, Director of Finance, reviewed the City's fund structure. Ms. Linda Peacock explained the revenue sources for the City and gave examples of sources of funds and expenditures for various departmental programs. Ms. Slaughter stated that she felt it would be easier to understand if all personnel benefits were accounted for together. Ms. Peacock gave an historical perspective, comparing programs funded in 1970, 1980 and 1990. Mr. Gary O'Connell reviewed the budget process and schedule for previous years. Rev. Edwards stated that he would like to have Council better ~informed about'how the City Manager approaches the budget. Ms. Waters questioned whether Council should hold a public hearing on the budget early in the process prior to department's submitting their budgets to ~the City Manager.
