Mr. Vandever seconded the <br />motion and it was unanimously approved by Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, Mr. <br />William Lewis was unanimously appointed to a four-year term <br />on the Charlottesville Industrial Development Authority. <br />This term will expire on April 3, 1994. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, Ms. <br />Inez Rodgers was unanimously appointed to an unexpired term <br />on the Jefferson Area Board for Aging. This term will expire <br />on August 1, 1991. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, Rev. <br />Alvin Edwards was reappointed to a two-year term and Mr. Rick <br />Turner was appointed to fill an unexpired term on the <br />Monticello Area Community Action Agency Board. Rev. Edwards' <br />term will expire on July 1, 1992 and Mr. Turner's term will <br />expire on July !, 1991. <br /> <br /> On motion by Mr. Vandever, secondedby Ms. Waters, Mr. <br />Darden Towe was appointed to a four-year term and Mr. Jerry <br />Stokes was appointed to an unexpired term on the Piedmont <br />Virginia Cow, unity College Board. Mr. Towe's term will <br />expire on June 30, 1994 and Mr. Stokes' term will expire on <br />June 30, 1992. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Vandever, <br />Ms. Mary Susan Payne was appointed to a three-year term on <br />the Personnel Appeals Board. This term will. expire on May 3, <br />1993. <br /> <br /> On motion, by Ms. Waters, seconded by Mr. Vandever, Ms. <br />Sheila Haughey was appointed to a four-year term on the <br />Vendor Appeals Board. This term will expire on July 31, <br />1994. <br /> <br />APPROPRIATION: $84,473 - TRANSPORTATION PLANNING GRANT <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br /> explained that the Thomas Jefferson Planning District <br /> Commission had received grants from the Federal Highway <br /> Administration and the Virginia Department of Highways and <br /> Transportation for the following planning activities: <br /> 1) $10,000.- State and local long-range planning; 2) $20,000 - <br />Southern city neighborhood study; 3) $25,000 - Downtown <br />'transportation transfer facility feasibility and location <br /> study; 4) $10,000 - Map of the CATS area; 5) $217 - Purchase <br /> and preparation for 1990 census transportation planning <br /> package; 6) $7,500 - Implementation strategy for the <br /> coordination of the CTS &.UTS; 7) ~2~000 - Administration; <br /> and 8) $9,756 - Entrance corridor analysis/development <br /> guidelines evaluation. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Huja <br />stated that outside consultants would be used for items <br />2, 3, 4, 6, and 8 listed above. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />~84,473 appropriation for Transportation Planning was offered <br />and carried over to the next meeting for consideration. <br /> <br />APPROPRIATION: ~213,615 - RIVANNA PARK - PHASE II <br /> <br /> Mr. Hendrix explained that the appropriation represented <br /> Albemarle CountyJs share of Phase II improvements for Rivanna <br /> Park. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, the <br />$213,615 appropriation for Rivanna Park was offered and <br />carried over to the next meeting for consideration. <br /> <br /> <br />
